JOB CONTEXT:

HI’s Middle East Regional Programme (MEREP) coordinates missions in 4 different countries (Egypt, Jordan, Lebanon and Palestine). The programme is covering the full mandate of HI – emergency, mine action and development with a strong focus on continuum and resilience.

There are 4 main sectors of intervention: health, education, BaNEREI (basic needs, economic recovery and economic inclusion), armed violence reduction. Most of the projects are implemented through local partners and local service providers. Inclusion Humanitarian Action is both crosscutting within main sectors and sometimes a standalone intervention.

The Senior Disability Advisor will be a member of the MEREP Regional Technical Unit, which is managed by the Regional Technical Unit Manager (RTUM) based in Amman, but he/she will be seconded to UNRWA Protection Division on a full time bases and line managed by the Chief Protection Division.

About UNRWA: Established by the General Assembly in 1949, United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) is mandated to provide assistance and protection to a population of some 5.3 million registered Palestine refugees, across five fields of mission: Jordan, Lebanon, Syria, West Bank and the Gaza Strip. UNRWA is a direct service delivery Agency, implementing education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance services.

About the HI-UNRWA Partnership: The UNRWA Disability Policy (2010) underlines the Agency’s commitment to protecting the rights of Palestine refugees with disabilities. To help implement these commitments, since 2015 HI seconded experts have helped support greater disability inclusion and more systematic consideration of persons with disabilities in planning, service delivery and monitoring processes.

As the Senior Disability Advisor seconded to UNRWA, you will lead the concrete implementation and operationalization of disability mainstreaming across the Agency, including support to the key programmes (Health, Education, Relief and Social Services, Microfinance and Infrastructure and Camp Improvement), other headquarters departments, and across the Agency’s five fields of operation (Jordan, Lebanon, Syria, West Bank and Gaza). You will advocate for the rights of Palestine refugees with disabilities; help build the capacities of UNRWA staff on practical strategies for disability inclusion; and advance the Agency’s work to equitably serve Palestine refugees with disabilities.

YOUR MISSION:

With close technical support and collaboration with the HI regional office and under the direct supervision of the Chief of the Protection Division, the UNRWA Senior Disability Advisor position will, in keeping with the Agency’s mandate, policies and procedures facilitate greater implementation and operationalization of disability inclusion within UNRWA programmes and fields.

Responsibility 1: FACILITATE OPERATIONALISATION OF THE DISABILITY INCLUSION POLICY AND IDENTIFY OPPORTUNITIES TO IMPLEMENT DISABILITY INCLUSION WITHIN UNRWA

  • Support the role of senior management to promote greater leadership UNRWA on disability inclusion.
  • Develop, in consultation with field offices and HQ departments, updated Disability Inclusion Guidelines as a matter of priority to follow the updating of the Disability Inclusion Policy (2022).
  • Coordinate the Agency’s reporting as part of the UN Disability Inclusion Strategy.

Responsibility 2: PROVIDE TECHNICAL ASSISTANCE ON DISABILITY INCLUSION, AS PART OF UNRWA’S PROTECTION MAINSTREAMING EFFORTS

  • Support programmes in relation to technical support on disability inclusion in consultation with the respective programmes and field offices.
  • Continue the Agency-wide work on disability disaggregated data, supporting programmes and fields to improve the identification and assessment of Palestine refugees with disabilities in Agency programmes and services.

Responsibility 3: COORDINATE CAPACITY DEVELOPMENT, INFORMATION EXCHANGE, AND EXPERIENCE SHARING ON DISABILITY INCLUSION WITHIN UNRWA

  • Provide back-up support and develop the capacities of field staff working specifically on disability (such as the Disability Programme Officers, Protection Mainstreaming Officers and focal points) on advanced disability topics based on training needs identified.
  • Organise and chair timely UNRWA Disability Task Force meetings both in videoconference and through implementing an annual face-to-face workshop.

Responsibility 4: REPRESENT UNRWA IN EXTERNAL DISABILITY RELATED FORA, AND RAISE THE PROFILE OF UNRWA AS A DISABILITY INCLUSIVE ORGANISATION

  • Represent UNRWA in meetings and activities of the UN Inter-Agency Support Group (IASG) on the CRPD, including the Working Groups of which UNRWA is currently a member member, and in relation to the new UN policies related to disability.
  • Represent UNRWA in meetings and activities of the IASC Task Team on Disability Inclusion, including the work around the rollout of Guidelines at UNRWA level.

Responsibility 5: HELP ENHANCE AND FACILITATE GREATER PARTNERSHIP BETWEEN HI AND UNRWA

  • Provide 2-weekly updates and six-monthly reports to HI on the progress of the work and upcoming activities.
  • Proactively seek timely and appropriate technical input and support from HI Regional Technical Coordinator and his/her team on disability inclusion including development of resources, planning of workshops and other processes.

YOUR PROFILE:

  • You hold an advanced university degree from an accredited educational institution in international development, disability studies, or other relevant fields is essential
  • You have a minimum of eight years’ relevant professional experience in positions of technical responsibility in disability inclusion, including policy and strategy development and/or design and mainstreaming disability into different services
  • You have proven experience and technical expertise in operationalizing disability policies and concepts to practical operational work on the ground
  • You master professionally English (Arabic is desirable)

  • 12 months renewable international contract starting from 1st September 2023

  • Salary from 2750€ gross/month upon experience

  • Perdiem: 693.22€ net/month – paid in the field

      • Payment for travel costs (air ticket & visa) and transport of your personal effects (from 12 months of mission)
      • Mission of more than 12 months: a child allowance of 100€ per month, per child (from the second child) paid in the field
  • open to couples (from 3 months of mission)

    • Support travel costs (air ticket & visa) for accompanying dependent and health/ repatriation insurance if the dependent has no income/
    • Mission of more than 18 months: payment of one yearly additional return flight
  • open to families (more than 12 months) : package familial

  • a child allowance of 100€ per month, per child (from the second child) paid in the field

  • Contribution to school registration fees for children over 3 years

  • Family-wide health coverage

  • Payment for travel costs (air ticket & visa) and transport of your personal effects
