The Federation-wide Databank and Reporting System (FDRS) goal is to “establish a databank of objectively analysed National Society capacities that creates greater awareness of their profile at all levels, services, strengths, gaps, and their future potential for boosting their own development”.

The general objectives of the FDRS are:

  • to promote greater self and partner awareness of the capacities, services, and potential of Red Cross Red Crescent National Societies, to boost their self-development, and their external profile.
  • to facilitate Federation-wide monitoring and reporting of performance in a consistent and transparent manner, thereby enabling individual Red Cross and Red Crescent National Societies and the collective Federation in promoting accountability and positioning for greater influence and growth.

Job Duties and Responsibilities

The FDRS Senior Data Analyst is a member of a global FDRS team in Geneva working with focal points in the IFRC regional and country offices and with 192 National Societies to carry out data collection and analysis tasks.

  • Direct engagement with National Society representatives to conduct Federation-wide data collection and data validation processes
  • Support global data analysis efforts following a rigorous review of incoming data and validation process to ensure a high-quality standard of the data reported
  • Lead the development of regional and country level analysis and profiles by engaging with National Society focal points as well as country cluster and country delegations.
  • Support the development of global analysis and reports
  • Technical support – Everyone Counts report: support the planning and development of the Everyone Counts report with advanced analysis and research, soliciting inputs, and contributing content. The Senior Data Analyst would be leading on one or several analysis and chapters in the report.
  • Systems development and innovation: Contribute to the continuous development and testing of the Federation-wide platforms and tools to optimize current business processes and enable data collection, validation, visualization and reporting.
  • Develop Communication materials using data collected through FDRS such as information bulletins, produce a regional annual report, and another piece of communication material that strengthen the advocacy work for a reporting culture.
  • Design and facilitate training workshops online and in-situ on data collection methods with special focus on disaggregation methodologies and statistical techniques to ensure collection of data of people with disabilities.
  • Engage effectively with technical teams to ensure alignment and improved data quality
  • Design manuals/handbooks on techniques to ensure proper data collection among other themes and in alignment with the global FDRS team
  • Support the establishment of a practitioners’ network (National Societies) on sex, age, and disability disaggregated data and share tools, resources and facilitate peer-to-peer support.
  • Support the secretariat’s planning process with the selection of global indicators and advocating the use and analysis of FDRS data and other relevant sources of data in the design of all operational plans. This is done in liaison with country cluster and country offices to ensure that they meet required quality standards and that they use data for planning and decision-making
  • Identify and share lessons learned and promote best practices
  • Work as part of the Americas PRD / PMER unit, providing support when needed and requested by the Head of the PRD / PMER unit.

Duties applicable to all staff

  • Perform any other work-related duties and responsibilities that may be assigned by the line manager

Education

  • An advanced university degree in economics, statistics, information management, or data science

Experience

  • Expertise in data analysis, research methods, and policy analysis (minimum 5 – 7 years experience)
  • Demonstrated experience of working on data collection for large projects/ organizations, and delivering on targets successfully

Knowledge, Skills and Language

  • Proactive attitude to problem-solving. “Can do attitude”
  • Highly developed research and analytical skills. Specifically, a very high level of drafting skills e.g. analytical reports;
  • Familiar with the Red Cross and Red Crescent network and have experience in international humanitarian and development work;
  • Confident in using advanced functions of Excel, Tableau, Power BI, and Kobo Toolbox. Other data science, data analysis, visualization, and mapping tools would be a plus (e.g. R, Python, DAX, D3, CARTO, QGIS).
  • Excellent organizational and presentation skills in English and Spanish.

Languages:

  • Excellent spoken and written English.
  • Excellent spoken and written Spanish.
  • Good command of another IFRC official language (French), or any other language relevant to the region (i.e., French, Portuguese).
