Population Services International (PSI), is the world’s leading non-profit social marketing organization. We work to make it easier for people in the developing world to be healthy by providing access to health services and products. In Somalia, PSI is providing technical assistance to the Federal Ministry of Health in the roll-out of the Female Health Worker (FHW) program, across the Federal Member States. The program aims to strengthen the delivery of high-impact community-based primary health care services and provide technical assistance to the Ministries of health.

PSI is seeking a self-driven and motivated individual who will provide strategic, technical, and operation oversight to drive the delivery of quality community health services in the FHW program.

In collaboration with Community Health Coordinators (CHC) at the Federal Government (FGS) and Federal Member States (FMS) Ministries of Health (MoH), the Senior Community Health Specialist will be responsible for the overall planning, coordination, implementation, and monitoring of all community health activities (including outreaches) implemented at the Federal Government, Puntland, Hirshabelle, Galmudug, Jubaland, and Southwest states of Somalia.

S/he will provide direct support the CHCs at the FGS and FMS levels to ensure the development of quality policy and strategic documents, harmonization and standardization of processes, tools, and activities across the program implementation areas. He/She will also oversee the drafting, review, update, and implementation of capacity building plans at the institutional and service delivery levels.

RESPONSIBILITIES:

· Work with the CHCs at the FGS and FMSs to ensure the drafting of quality policy, strategic, and operational documents to guide quality delivery of the FHW program across Somalia.

· Provide day-to-day technical support to the FGS CHC in the coordination, implementation, and monitoring of program activities across Somalia.

· Lead the planning, coordination, and timely delivery of FHW trainings across Somalia.

· Work closely with PSI Associate Health Services & Quality Improvement Manager, and field teams to assure quality of trainings in line with the revised Female Health Workers Training curriculum.

· Ensure that implementation of all community health activities aligns with approved government service delivery protocols and alignment with current best practices.

· Build the capacity of government staff at the regional and district level including Female Health Supervisors in effective supervision approaches.

· Support the FGS, FMS, and PSI field teams in the scale-up of the new community approaches in the areas of Digital Health and Citizen Engagement.

· Work closely with PSI digital team, government digital team, and program M&E to ensure operationalization of the program digital approaches and also suggest practical ways to measure and maximize impact of interventions.

· Oversee the achievement of program performance indicators; work closely with M&E team to identify and resolve bottlenecks.

· Take the lead in identifying ongoing capacity needs and develop appropriate steps to implement improvement plans in collaboration with the government, partners, and Female Health Supervisors.

· Work closely with the Senior Financial management Specialist, Procurement Specialist, Contract Management Specialist and Senior M&E Specialist to coordinate the timely implementation of institutional capacity building plans including the development of quality and accountability framework for planned activities.

· Work collaboratively with the government to strengthen the FHW program to ensure strong sustainable community level service delivery.

· Strengthen the program accountability framework, by ensuring the implementation of strong oversight and supervision system across all levels of government.

· Facilitate inter-government and intra-government Coordination efforts (FGS and FMS) and support the government in the drafting and review of annual service delivery plans.

· Work closely with program and government M&E and Digital Health manager to strengthen Community Based Health Information System (CBHIS) from data entry through analysis and use.

· Work with the supply chain and pharmaceutical teams in the quantification, monitoring, and rational use of supplies.

· Work closely with the Community Health Manager in coordination, implementation, and oversight of community engagement, accountability, and oversight activities.

· Work the FGS and FMS to ensure compliance to government environmental and social standards especially with regards to management of medical waste.

· Routinely prepare documentation of program learnings from project implementation across the various FMS and FGS where the program is implemented.

· Represent/participate in technical and coordination meetings with the government, partners and World Bank.

Minimum qualification and professional experiences required:

· Master’s degree in public health, Community Health, International Health, or related field.

· At least 10 years demonstrated experience in leading community health interventions in developing countries or fragile settings.

· Experience implementing digital community health intervention will be an added advantage

· Experience in implementing Integrated management of Child Health (IMCI) and Integrated Community Case Management (iCCM).

· Demonstrated experience with developing capacities of government in developing countries.

· At least 5 years of program management experience.

· Excellent technical writing and reporting skills

· Excellent communication skills in English, verbal as well as written

· Excellent teamwork and facilitation skills

· Willingness to travel regularly across Somalia

· Experience in working with Governments especially Federal Member States of Somalia is an added advantage
