Proposal Objective: Social Impact is pursuing an anticipated four-year contract to provide comprehensive monitoring, evaluation, and learning (MEL) support to the USAID/Philippines Mission and implementing partner projects. The contract will provide services to improve design, monitoring, evaluation, and learning and adapting for the portfolio of projects. This activity will cover USAID-funded projects implemented in the Philippines, Pacific Islands, and Mongolia, and is anticipated to be awarded in May 2023.

Position Description: SI is seeking a Senior CLA Specialist to lead and guide on learning, knowledge management, and adaptive programming activities across the portfolio of projects, working closely with the USAID/Philippines Mission and implementing partners.

The position is a full-time position for the four-year duration of the project, and will be based in Manila, Philippines, contingent upon contract award.

Responsibilities:

  • Facilitate strong CLA practices in USAID/Philippines throughout the program cycle.
  • Foster strong, collaborative relationships with key Mission stakeholders, serve as a convener for dialogue and learning around emerging issues, assist in identifying and responding to key learning issues, and coordinate efforts amongst implementing partners (IPs) working on common issues.
  • Support the improvement and implementation of Mission learning agendas that include key learning questions, stakeholders and their roles, and broad stakeholder engagement at multiple levels.
  • Lead design and facilitation of learning events targeting key internal and external stakeholders .
  • Ensure that MEL findings are shared and fully utilized through knowledge sharing and strategic learning processes to speed innovation and improve upon and bring new innovations to the Mission’s programmatic work throughout the Philippines, Pacific Islands, and Mongolia.

Qualifications:

  • Master’s degree in field related to organizational learning or development assistance such as Public, Business, or Development Administration; Knowledge Management; Political Science; Economics or Development Studies.
  • Minimum of eight years of demonstrated experience in strategic planning; monitoring and evaluation; project design; facilitation of learning; and knowledge management, including experience in applying learning to improve international development programs and systems change for adaptive management of development organizations or agencies.
  • Previous experience supporting USAID Missions or USAID Implementing Partners in a similar capacity.
  • Demonstrated knowledge of USAID Collaborating, Learning, and Adapting (CLA) framework, Evaluation Policy, and other initiatives.
  • Advanced professional fluency in written and spoken English ad Tagalog required, knowledge of Mongolian and or French an asset.
  • Similar experience in Mongolia, Pacific Islands, and other similar Asian countries preferred.
