Job Purpose and Key Responsibilities

CIUK’s Programme Quality Team brings together all technical and MEAL staff under the leadership of the Head of Programme Quality. The team supports business development, programme quality and delivery at CIUK, promotes learning and showcases CIUK’s work externally.

The (Senior) Climate Change and Resilience Advisor role will support the Programme Quality Team in the following areas:

  1. Programme Quality and Impact: in key strategic areas related to Climate Change and Resilience at CIUK: This would include: providing high quality technical input to CIUK’s design and delivery of programmes – with a focus on climate change and resilience in development and humanitarian contexts. In addition the role will provide institutional strengthening around key issues related to climate change and resilience including on the operationalisation of the programme quality standards.
  2. Thought Leadership: The role will highlight good practice at CARE around learning and research both within CIUK and beyond, engaging with peer organisation, institutional donors and strategic partners in order to support advocacy and influencing agenda. The role will additionally perform a broad learning function: facilitating generating and connecting knowledge, learning, research, and communication.
  3. Connection to the Confederation and lead on institutional mainstreaming: The role will maintain CIUK’s connection to the wider confederation by working with counterparts and inputting into the Climate Justice Global Impact Area. This also includes taking a leading role in managing CARE UKs contribution to the Programme Strategy.

Specific Areas of Responsibility

Programme Quality and Impact

• Provide climate change and resilience technical support for CIUK’s programme portfolio. This also includes providing quality oversight to projects.
• Provide technical and strategic support to country office teams and CIUK Programme staff.
• Work with CIUK Monitoring and Evaluation colleagues and Advocacy colleagues to provide oversight and support for project deliverables.
• Provide technical assistance and advice in project design, funding proposals, project implementation and monitoring & evaluation, including direct assistance to country offices and members.
• Develop and manage multi-country research and learning initiatives within the Team’s portfolio.
• Work with fundraising staff to identify new opportunities for climate change adaptation, disaster risk reduction and resilience-building programming.
• Support the development of project proposals to institutional donors, foundations, and the private sector working with country offices, the Regional Management Units and CIUK’s fundraising teams.

Thought Leadership

• Drive learning and knowledge management within portfolio by authoring, commissioning and contributing to publications, policy documents, guidance documents, blogs and other resource materials for internal and external audiences. This may also include contributing to relevant learning forums.
• Contribute to organisational efforts to raise awareness about CIUK’s work on resilience building and risk and vulnerability reduction.
• Support the development of priority advocacy lines in collaboration with the CARE International Climate Justice Centre, advocacy colleagues, country offices and programme staff and seek to influence appropriate target audiences.
• Represent CARE’s advocacy positions to UK government, institutional donors, UN agencies, academic institutions, think tanks and peer agencies and networks.
• Engage strategically with relevant networks.
• Establish and/or develop relationships with relevant bilateral and multilateral institutions, partners and related agencies.

Connecting with CARE International

• Develop and strengthen working relationships within the CARE Climate Justice Centre. Ensure that good practice from CIUK is captured and fed into CI fora and that good practice is also fed down and mainstreamed where necessary.
• Contribute to strategic work conducted by CARE for and including the Climate Justice Impact Area.
• Lead on the development and delivery of training packages on Climate Change and Resilience for CIUK teams and country offices as required.

Organisational commitments

• Promote, support and follow the CARE International Protection from Sexual Exploitation and Abuse and Child Protection policy (PSEA) with direct reports, the team and in day to day practice.
• Promote and demonstrate commitment to the tackling of discrimination and structural inequality.
