Position Description

EnCompass LLC is seeking a Senior Business Development Specialist to support the Business Development unit and BD team throughout the proposal development lifecycle to include managing proposal teams to develop technical and cost proposals, proposal writing, gathering feedback from clients on submitted proposals, and supporting handover to project teams. The Senior Business Development Specialist position is responsible for ensuring that the overall strategy, approach and qualifications of the proposed staff are well integrated into proposals, and that language is concise, relevant, and persuasive and adheres to EnCompass’ quality standards. The Senior Business Development Specialist position will also support research toward developing a robust opportunity pipeline; coordinate, facilitate and develop partner relationships; develop responses to request for information and prepare capability statements.

This is a full-time position based at EnCompass headquarters in Rockville, Maryland, or maybe based remotely, depending on the candidate’s location.

Position Duties and Responsibilities

Essential functions:

  • Tracks and identifies opportunities; reviews business forecasts and requests for information (RFIs), studies requests for proposals (RFPs); and attends strategy meetings, among other activities
  • Provides detailed analysis of solicitations, and ensures that information presented is compliant with solicitation requirements and linked to EnCompass and team strengths and qualifications
  • Prepares proposal outline, compliance matrix, and summary of requirements
  • Collaborates with proposal team (BD and technical staff, partners, and external consultants) to develop and refine win themes/competitive advantages and develop proposal narratives
  • Improves proposal-writing results by evaluating and re-designing processes, approach, coordination, and boilerplate language; implement changes as needed
  • Writes, edits, and proofs proposals and other business development materials such as brochures, capability requests from partners, and supporting proposal documents (i.e., CVs, staff matrices, etc.), and website/other BD communication-related content
  • Manages the workload and instructions for proposal consultants and oversees their deliverables and progress
  • Working with the proposal team, develops partnering strategies for individual bids, conducts partnering meetings, and supports negotiations with teaming partners
  • Manages proposal efforts from start to finish, from opportunity identification/assessment through proposal submission and any best and final offer (BAFO) or competitive range stages
  • Provides guidance and feedback to team members on proposals and/or new business development activities
  • Ensures positive and productive relationships with all opportunity or proposal stakeholders
  • Engages fully as a member of the EnCompass staff team, including participating in staff meetings and other EnCompass events
  • Other duties as assigned

Position Requirements

Qualifications

  • Bachelor’s degree and 6+ years of experience, or a master’s degree & 4+ years of experience, or an associate degree and 8 years of experience, or a High School diploma and 10 years of experience

Experience and Skills

  • Experience in the international development sector with a knowledge of donors’ programming and procurement and new business development processes
  • Proposal development and proposal management experience with the demonstrated ability to analyze, synthesize, and present information in a concise, creative manner
  • Demonstrated ability to advise and lead decision making processes
  • Experience in all elements of the proposal process, including technical strategy/approach development, pricing, and staffing and recruitment
  • Demonstrated mastery of language to include advanced persuasive writing skills with superior spelling, punctuation, and grammar
  • Solid organizational and time management skills along with a demonstrated ability to manage multiple projects simultaneously; ability to coordinate efforts and teams to ensure timely delivery
  • Exhibits dependability, reliability, and a commitment to ownership of proposal tasks from start to finish
  • Ability to work under pressure and manage competing priorities and deadlines
  • Attention to detail, accuracy, and strong time management skills
  • Ability to understand EnCompass’ mission/services and apply this knowledge to assigned activities such as writing proposal content
  • Strong skills in Microsoft Office 365 Suite and apps
  • Ability to work in a collaborative, inclusive, appreciative, strengths-based environment and to guide others in using these approaches
