DEPARTMENT PURPOSE:

TEAM PURPOSE: to contribute to the development and implementation of resource mobilization strategies to establish strategic partnerships between Oxfam and institutional donors to identify and develop new funding opportunities and overall compliance and grant management

JOB PURPOSE: To contribute to the development of business opportunities, and the realisation of these opportunities. The post holder will support the Business Development Manager (BDM) and the country programme teams to plan, develop, and design high quality bids including complex and major bids with consortia and multi-country partnerships. The post holder will contribute to effective and efficient delivery against donor contractual obligations, facilitate and ensure timely and quality, financial and program reporting to donors..

The post holder will be part of the OPTI funding team.

KEY STAKEHOLDERS

The role is expected to work closely with Oxfam OPTI CO Programme, finance, MEAL, teams, with Affiliates across the confederation funding architecture and with institutional Donors and Oxfam’s civil society partners, where relevant.

KEY RESPONSIBILITIES (Technical, Leadership, People and Resource management)

Bid Design and Development:

  • Where assigned, the Senior Business Development Officer (SBDO) will lead on the following:
  • Preparing the necessary groundwork for proposal development, help assembling bid development teams, provide effective bid coordination, ensuring high quality competitive proposals and tenders to successfully secure institutional donor funds.
  • In accordance with the funding ways of working, liaise with the Oxfam Affiliates and work closely with country programme, technical, finance, monitoring and evaluation and other relevant teams to develop successful and high quality bids, ensuring compliance to donor’s guidelines and engagement where relevant.
  • In coordination with bid development leads/programme focal points, support in working with technical advisors whilst developing funding proposals.
  • Ensure that submissions and bids are aligned with Oxfam’s gender justice, and youth engagement and mainstreaming strategies and approaches. Where assigned, support programme and bid development teams to integrate crosscutting areas including the mainstreaming of gender, youth, influencing, etc., during the design, planning and development of bids in consultation with Oxfam’s partners and other external stakeholders, where necessary, especially, for complex and multi-sector or consortium programming and submissions.
  • Provide hands on support towards written inputs, editing/writing to achieve high quality submissions and programme design that meet Oxfam’s and donor’s standards.
  • Develop unsolicited Concept Notes that bring in new innovative ideas and are aligned to new thinking, and strategic plans of donors and the sector in general. (e.g. nexus, youth activism, climate change).
  • Ensure that submissions and bids are planned, designed, and implemented in a consultative, participative and gender sensitive manner ensuring that this is well articulated in proposals in accordance with Oxfam’s standards and guidelines.

Fundraising, Planning and Coordination:

The SBDO will work with and support the BDM on the following:

  • Identifying, qualifying, and tracking funding and partnership opportunities in a systematic manner in pursuit of supporting Oxfam’s funding strategy and Oxfam Country Strategy (OCS) in OPTI seeking multi-year funding from potential donors whenever possible.
  • Designing and implementing fundraising/resource mobilization strategies intended to strengthen income, diversity the donor base, and partnerships to deliver the OPTI funding strategy in line with the OCS.
  • Carrying out research and donor intelligence to identify new funding prospects to deliver the OPTI OCS and country funding strategy.
  • Pre-position Oxfam to mobilize new funding with donors, especially new donors in country and at capital level through affiliates.
  • Lead on piloting and developing new potential funding streams (e.g. crowdfunding).

Grant management and Compliance:

  • Ensure grants quality and compliance of ongoing restricted contracts/projects by offering consistent and timely technical advice to OPTI relevant teams (i.e., programmes, finance, procurement, admin, HR, etc.) on overall donor compliance during the project cycle from inception to closure.
  • Support the OPTI team to deliver strongly on donor compliance and undertake quality assurance and control of reporting to donors strictly adhering to deadlines for review and sign off processes in line with Oxfam’s institutional funding guidelines. Within this process, support the project teams in timely submission of high-quality reports and support them during the submission processes where needed.
  • As required, lead in maintaining professional and pro-active engagement with donor focal points to ensure continuous alignment and adherence to contractual obligations.

· Advanced Academic Degree in relevant area or proven experience at this level.

· At least 7 years of work experience in the field of development & humanitarian cooperation preferably with an I/NGO.

· Strong technical knowledge and at least 7 years of work experience in business development/fundraising; developing and designing donor funding proposals.

· Substantial knowledge of and ideally previous work experience in the occupied Palestinian Territory & Israel.

· Knowledge of INGO programming in emergencies/humanitarian and or/development environments, particularly the OPTI country context

· Ability to evaluate proposals and make recommendations for necessary improvement for the submission of high-quality proposals and bids.

· Has autonomy to plan and organize own work and to work with programme teams to ensure that donor needs are met.

· Ability to deal with a wide variety of information, including the analysis, interpretation and identification of inconsistencies or issues that require immediate modifications and consultations including direct interaction with donors.

· Ability to bring different stakeholders together and support a collaborative approach to proposal development and articulate these ideas in written form.

· Strong proposal development and excellent English writing skills with proven ability to elicit and combine inputs from a variety of sources develop and present proposals and donor reports, for both internal and external audiences.

· Experience and knowledge of project cycle management, including monitoring, technical and financial reporting.

· Good research skills with ability to identify and propose successful strategies for identifying and establishing donor opportunities.

· Strong experience in managing donor contracts and fundraising activities, particularly major donors like the EU, ECHO, DANIDA, SDC, SIDA, DGD, AICS, etc.

· Good communication and coaching skills; a natural networker with substantial experience of building relationships with (potential) donors; a team worker able to work with colleagues in different geographic locations; excellent writing skills; attention to detail.

· Ability to work effectively with others in a team situation to achieve fundraising targets.

· Strong numeracy and general financial skills, particularly developing budgets, financial management/monitoring, and reporting

· Experience in monitoring and evaluation including in the design of theories of change and log-frames in thematic areas required for the role.

· Excellent planning skills and ability to work independently

· Ability to manage own time effectively. Willing and able to adapt priorities to respond to changing demands.

· Good administrative skills and ability to effectively use technology and follow procedures and help others to do the same

· Strong team player

· Travel to Gaza office on a regular basis.

Desirable

  • Having a network of donor agencies and a thematic specialization in economic justice, gender justice and saving lives (including humanitarian, protection, and resilience programming) are an asset.
  • Knowledge or experience of Oxfam’s programme work and approaches
  • Knowledge of partner assessment and management
  • Fluency in both written and spoken Arabic**
