Macfadden, an Amentum company, is seeking a Senior Budget and Program Analyst to support USAID’s Bureau for Humanitarian Assistance (BHA). BHA leads and coordinates the U.S. Government’s humanitarian assistance efforts overseas in response to natural disasters, complex emergencies, and protracted crises. The Bureau also supports early recovery efforts that restore and protect basic systems and services and invests in risk reduction programs that prevent or reduce risks associated with chronic and recurrent hazards.

The Senior Budget and Program Analyst will support BHA’s Office of Field and Response Operations (FARO) Civil-Military Systems Coordination Team (CMSC) within the Civil Military Disaster Operations Division (CMD). FARO leads and manages operational assistance in response to declared foreign disasters and international humanitarian needs in key functional areas on behalf of BHA, including supply-chain management, procurement, logistics, oversight, and operational coordination with the U.S. military.

The Budget and Program Analyst, as a member of the CMSC Team, will provide critical support to CMD’s financial management functions, serve as a key point of contact with BHA’s Budget and Finance Division (BFD), and strengthen CMD’s capability in the areas of budgeting and financial management. The Budget and Program Analyst will provide grounded expertise to enhance operational support to CMD field and DC-based activities through guidance and promulgation of policies and procedures for CMD and support to CMD management to ensure the client’s administrative and standard operating procedures are adhered to. Additionally, the Budget and Program Analyst will support improved CMD coordination on administrative issues, recruitment, staffing and data management with other FARO/BHA stakeholder offices. The Budget and Program Analyst will enhance BHA’s ability to enable staff to effectively execute CMD’s critical mission to support joint humanitarian response with the U.S. military.

The FARO/CMD Senior Budget and Program Analyst’s day-to- day work assignments and oversight are provided by the CMSC Team Lead, Unit Lead, or their designee with formal supervisory and evaluation functions performed by a Macfadden contract supervisor.

The duties of the Senior Budget and Program Analyst in support of CMD include but are not limited to:

  • Interpreting and providing expert advice on administrative policies, procedures, directives, and requirements;
  • Providing technical support and guidance to CMD staff on day-to-day budget and finance related issues;
  • Maintaining a strong knowledge of BHA and USAID financial systems—Abacus, GLAAS, and PhoenixViewer—in order to support CMD with day-to-day financial and budget functions, including running reports, recommending process adjustments and improvements, and tracking the overall Office budget allocation;
  • Coordinating with USAID executive officers (EXOs) and field staff to track and report budgetary requirements for CMD Foreign Service Officer and Foreign Service Limited staff placed globally;
  • Working actively with CMD staff stationed globally to coordinate regional engagements;
  • Providing fiscal expertise and budget support to CMD training and technology development platforms;
  • Contributing to strategic discussions at the team, or division level, e.g. providing input and recommendations on fiscal-year timelines, workflow processes, team-level projects, types of information to track, etc.;
  • Serving as technical support and mentorship to junior and mid-level institutional support contractor staff supporting CMD;
  • Serving as a technical resource and liaison between CMD, BFD and field EXOs, coordinating communications and frequently asked questions and providing day-to-day support;
  • Providing technical support and guidance to CMD staff on day-to-day budget and finance related issues;
  • Preparing periodic financial reports for CMD Leadership upon request;
  • Managing and responding to budget taskers;
  • Maintaining and creating quarterly spend plans for field staff;
  • Filing and storing key budget and financial documents and information;
  • Maintaining budget- and finance-related records for CMD’s expenditures;

Inter-agency Agreement Management

  • Providing expertise on U.S. Government interagency agreement processes and management;
  • In support of the team leader, engaging with other parts of the bureau, with the USAID Office of General Counsel, and with the Office of Acquisition and Assistance (OAA), as appropriate, to ensure fiscal processes and inter-agency agreements (IAAs) are functioning in an effective manner;
  • Coordinating budget management of interagency agreements that are maintained with various US Government (USG) partners;
  • Assisting with development and management of Memoranda of Agreement held with BHA interagency partners;

Operating Year Budget (OYB) Development

  • Supporting CMD’s annual program budget requests, narratives, and supporting materials, in close coordination with BFD and feeding into the bureau-wide annual OYB exercise managed by BFD;
  • Supporting the justification of CMD’s OYB requests and responding to any other requests made by BFD;
  • Working closely with CMD’s response and technical staff to understand CMD’s field staffing requirements, budget, training support requirements, and civil-military/technical operations IAAs;
  • Maintaining awareness of the appropriations process and reviewing appropriations legislation, in coordination with BFD as needed, including any special language or restrictions pertaining to funding that could impact civil-military programs;

Budget Execution and Reporting

  • Developing familiarity with all USAID and BHA corporate financial and procurement management systems used to manage and program CMD’s budgetary and financial resources;
  • Processing CMD’s financial transactions using BHA’s program management system along with BHA’s procurement systems as needed and reconciling CMD’s financial data between the systems to ensure accuracy;
  • Manipulating and querying BHA and USAID corporate systems to produce standard reports and ad hoc reports, utilizing Microsoft Excel as necessary;
  • Developing expertise in basic budgetary and financial management concepts, such as the principles of appropriations law, funds control violations, and pertinent USAID budgetary or financial policies;
  • Coordinating with BFD as needed on the quarterly and annual reviews of unliquidated balances, including researching and facilitating de-obligations of unliquidated funds as appropriate.

Education and Experience

  • Bachelor’s degree and 15 years of experience or Master’s degree and 12 years of experience, preferably including experience with US Government budgeting processes and financial systems or processes and systems of a similar nature.
  • Seven (7) years of progressively responsible experience in budget analysis and managing interagency agreements.

Required Skills

  • Experience leading teams and serving as a subject matter expert on interagency agreements and global staffing budgets;
  • Substantial experience with administration, specifically budget- and finance-related responsibilities;
  • Experience working with USG agencies;
  • Possess excellent judgment and reliability,
  • Demonstrate applied knowledge of the MS Office Suite (Word, Outlook, Excel, and PowerPoint) and Google applications;
  • Possess strong communication and organizational skills;
  • Be able to multi-task in a fast-paced environment with multiple, overlapping deadlines;
  • Work well with others to ensure that tasks are completed well and on time;
  • Be able to problem-solve and think critically;

Must be able to obtain and maintain a minimum of a Secret Security Clearance issued by the US Government for the duration of your employment on this position.
