Senior Associate – Monitoring, Evaluation and Learning

Tetra Tech International Development (www.tetratech.com/intdev) is currently accepting expressions of interest from qualified Monitoring, Evaluation and Learning (MEL) experts for a Senior Associate position in the MEL Department. This position is preferably based in Arlington, Virginia or Burlington, Vermont, with consideration of remote-work from US-based locations.

The Senior Associate is a member of the Tetra Tech home office MEL Team and works across sectors to provide quality MEL services to support new business, project implementation, and institutional learning. The MEL Senior Associate is a team player, mentor and trainer, and a provider of remote and in-country technical assistance, guidance, and support of Tetra Tech’s five sectors (Agriculture and Economic Growth, Democracy and Governance, Environment and Natural Resources, Land Tenure and Property Rights, and Water Resources and Infrastructure).

Responsibilities:

The Senior Associate is engaged in four major areas of work:

New Business Development

*Supports MEL aspects of proposals, developing and sharing data and preliminary MEL frameworks to help guide pre-proposal technical strategy development;

*Supports teams in the development of causal models, theory of change, results framework, learning agendas, and other high-level strategy modeling; and

*Develops preliminary Activity Monitoring, Evaluation and Learning Plans (AMELPs) for proposals.**

Project Implementation

*Works with home office and field staff to support project MEL needs, from start-up to close-out, providing technical assistance to project MEL staff, including recruitment of local MEL staff, designing and conducting baseline surveys, orienting and training field staff on AMELPs and MEL systems, and developing data collection instruments and Standard Operating Procedures (SOPs);

*Provides support to projects, such as conducting internal Data Quality Assessments (DQAs), review of performance data and reports;

*Assists with identifying lessons learned and preparation of success stories; and

*Supports project teams to deploy digital technology tools and systems to collect and manage MEL data and carry out analysis and reporting.

Institutional Learning

*Promotes activity- level learning through learning agendas, methods for data collection and analysis;

* Assists with cross-sector and within-sector learning by filling evidence gaps; and

* Facilitates organizational learning through use of data, analysis and capture of knowledge products.

Organizational and Professional Development

*Prepares and delivers MEL training materials for home office and field technical and MEL staff; and

*Provides support, guidance, capacity building, and recognition of MEL professionals through the MEL Resources Library and Community of Practice.

Qualifications:

*Master’s degree preferred or Bachelor’s degree with significant experience in MEL, in lieu of Master’s degree.

*Minimum of eight (8) years of professional experience working at a services firm or equivalent organization focusing on MEL, including at least 5 years designing/ implementing M&E systems for USG funded programs.

*Experience in the Environment and Natural Resources (ENR) sector is preferred (e.g. technical knowledge of climate change adaptation, climate change mitigation, biodiversity conservation, forest management and experience with USAID ENR indicators and theories of change).

*Demonstrated capacity and experience in data analysis and reporting is required.

*Knowledge of mobile data collection methods, cloud storage and data visualization is preferred.

*Preference for overseas development experience or demonstrated understanding of contract management, technical disciplines, and client needs across home office and field project teams.

*Ability to work in multi-disciplinary, cross-cultural team situations with excellent written, oral, and presentation skills.

*Demonstrated knowledge of USAID and other Tetra Tech clients.

*Proficiency in the development of MEL plans.

*Speaking and reading proficiency in at least one foreign language (French, Arabic, and/or Spanish) is preferred.

*Availability for 30–40% international travel.

*Ability to work in the US without employer sponsorship.
