Senior Asset Management Assistant

Organizational Setting and Work Relationships

The Senior Asset Management Assistant will perform asset management functions in accordance with the prevailing rules and regulations pertaining to management of Property, Plant and Equipment (PPE).

The incumbent is normally supervised by an Asset Management Officer/Associate who defines the work objectives and provides regular advice and guidance. The contacts of the incumbent will include providing operational assistance to Field Operations for management of their assets focusing particularly on supporting disposal of assets. Hence, the incumbent will have regular contacts with Field Operations, Asset Management Unit and other HQ entities. The Senior Asset Management Assistant may also have contacts with external counterparts such as auctioneers and other service providers. Furthermore, the incumbent will assist the Asset Management team to monitor and report on asset management issues.

Duties

  • Organize the administration of assets auctions in order to be completed in a manner that maximizes revenue for UNHCR.
  • Take part in frequent assets disposal and set-up missions within the Area of Responsibility (AoR).
  • Facilitate identification, assessment and selection of vendors (Auctioneer) within the AoR, based on their capability for delivering the best services and cost effectiveness to UNHCR.
  • Liaise with UNHCR operations to ensure vehicle accidents and damage are reported and processed in accordance with the prevailing Asset Management rules and regulations.
  • Report on income from sale of assets in cooperation with relevant counterparts.
  • Coordinate with the operations and maintain an efficient system for the resolution of asset management issues in support of UNHCR’s users.
  • Assist with the coordination of asset management activities to ensure that UNHCR’s assets are repaired through effective application of the GFM insurance provisions.
  • Maintain accurate and comprehensive records on asset management activities and provide reports as and whenever requested.
  • Analyse disposal requisitions to ensure that specifications, disposal dates and other requirements are in order.
  • Assist in the evaluation of service providers and provide advice to UNHCR operations on asset disposals.
  • Prepare or assist with the preparation of Transfers of Ownership, Disposals, etc. in order to streamline the asset disposal process in relevant systems.
  • Monitor the quality and accuracy of asset-related data in the relevant business systems.
  • Compile and analyse statistical information in asset-related matters assisting the development of plans and adequate decision making.
  • Implement effective asset management, regularly monitor the asset/fleet pool, in order to save cost and safeguard the investment of the Organisation.
  • Facilitating receipt, inspection, registration & marking of PPE and provide support with the organisation of their physical verification.
  • Draft of Right of Use and Transfer of Ownership agreements for signature, if requested.
  • Draft disposal forms and cases for the Asset Management Board and organise the disposal of PPE complying with Asset Management Board decisions.
  • Monitor the compliance of operations with relevant UNHCR regulations, rules and procedures related to asset management. Report non-compliance to the supervisor.
  • With oversight from the supervisor liaise with UNHCR offices on the disposal methodology to ensure that vehicle assets are mandatorily sold after five-year usage period.
  • Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).

Desired Candidate Profile

Experience in Financial management, Accounting, Asset Administration, or any related field.

Good numerical and analytical skills, as well as good knowledge of Excel.

Experience in training or user support is an asset.

Experience in international humanitarian context is an asset.

Remuneration:

In case of appointment, a competitive compensation and benefits package is offered.

G5 – Salary range: NET 498,349 HUF – NET 583,795 HUF.

Annual leave: UNHCR staff members holding a fixed-term appointment will accrue annual leave at the rate of 2.5 working days for each full calendar months of service (i.e. 30 working days per year).

Pension system: Staff members holding a fixed-term appointment will become participants in the United Nations Joint Staff Pension Fund (UNJSPF).

Health insurance plan: locally recruited staff members in Budapest will be enrolled in the Medical Insurance Plan (MIP). The coverage is also optionally available for eligible family members.

The Global Fleet Management UNHCR Field Offices and operations provide, safe, professional, and cost-effective fleet management services and solutions to support optimum program delivery. We are committed to provide practical guidance to field operations on the operation and management of UNHCR vehicles, support humanitarian civil servants working with UNHCR vehicles and fleet operations, while delivering the Organization’s mandate of providing protection to forcibly displaced and stateless people.

Global Fleet management Section adapts proactive management approach of UNHCR’s vehicle assets, which may include light vehicles, heavy vehicles, specialist vehicles and motorcycles. Fleet management covers a range of functions, including vehicle procurement and financing, vehicle maintenance, vehicles telematics (tracking and diagnostics), driver and personnel management, speed management, fuel management, and health and safety management.

The section provides centralized fleet management model to UNHCR, empowering the Organization move beyond simply operating vehicles on a country-by-country and project-by-project basis to actively planning for optimizing vehicle fleet capacity and efficiency on a global scale.

The position will be part of the Financial Asset Management Team. The incumbent will ensure the integrity and documentation of all disposal actions in the team by monitoring and ensuring the compliance of each event as per the established rules and regulations as well as applicable AIs and SOPs concerning management and sale of assets. The staff will also collect, sort, and provide for reporting performance on the different areas of disposals that will be analysed for the management decision making. The position will report to the head of the Financial Asset Management Unit.
