Gavi, the Vaccine Alliance is a public-private partnership committed to saving children’s lives and protecting people’s health by increasing equitable use of vaccines in lower-income countries. The COVAX Facility (“COVAX”) provides a global solution to the equitable distribution of vaccines to the 190 participating countries and economies. The COVAX Advance Market Commitment (AMC) is an innovative financing instrument that supports the participation of the 92 low and lower-middle income economies in COVAX. Self-financing participants (SFPs) have entered COVAX either as Optional (having the possibility to opt-out of a particular vaccine) or Committed Purchasers. Guided by the WHO fair allocation framework, COVAX will equitably distribute doses to help protect the most at-risk groups. Gavi is working with Alliance partners UNICEF and WHO to ensure that the infrastructure is in place, and the technical support available, for COVID-19 vaccines to be safely delivered to all those who need them.

THE ROLE

The Country Programmes (CP) Department works in close coordination with national counterparts, Alliance partners, Civil Society Organisations and other relevant stakeholders, in order to achieve maximum impact through Gavi’s vaccine implementation, better results in vaccine coverage and equity, and long-term sustainability of interventions.

The Gavi Vaccine Programmes team, under the CP Department, develops Gavi vaccine support programme design and guidance for new vaccine introductions as well as product optimisation, coordinates vaccine programme support across global Alliance partners, designs and implements diagnostic capacity strengthening efforts, and serves as the vaccine point of expertise within the Secretariat for equitable and efficient implementation of vaccine-preventable disease control activities, including outbreak detection and response, contributing to reaching zero-dose and under immunised communities.

KEY FUNCTIONS AND DELIVERABLES

This role will coordinate with Vaccine Programmes team members, the line manager, as well as the wider Gavi secretariat and Alliance partners to provide timely, accurate, insightful, and actionable analyses of the performance of Gavi vaccine support programmes, including identification of vaccine support programme successes and challenges. As part of the Vaccine Programmes team, the Data Analyst and Manager will be responsible for:

  • Data analysis and management: compiling, cleaning, maintaining, and analysing vaccine programme data;
  • Knowledge dissemination and reporting: communicating the results of such analyses to guide Gavi Alliance vaccine and diagnostic support programme decision making and programme optimisation; preparing and providing information in line with relevant indicators; supporting VP in responding to any other inquiries and requests for information;
  • Coordination: collaborate with other data analysts and data managers across the Gavi Secretariat to ensure consistency and complementarity of data as well as a common understanding of analytic standards.

This role will play a key role in helping to ensure that Gavi vaccine support programmes reach zero-dose and under immunised communities and prevent death and disease as effectively, efficiently, and equitably as possible.

MAIN DUTIES/RESPONSIBILITIES

DATA ANALYSIS AND MANAGEMENT:

  • Design and execute data analyses on vaccine programme performance, for example, time from approval to launch in a specific country for new vaccines and vaccine campaigns, proportion of country applications to Gavi exhibiting use of evidence in planning and prioritisation, and effectiveness of Gavi funded vaccination campaigns;
  • Develop and manage statistical programming code to ensure accurate, timely, reproducible, and transparent analyses to inform corporate and country-level Vaccine Programme monitoring and decision making, including automation of certain analyses;
  • Provide data management, analysis and other statistical support to Director and Vaccine Programme team;
  • Review, revise and consolidate current Vaccine Programme process tracking tools and develop new ones as needed;
  • Contribute to the maintenance of Vaccine Programme data base (salesforce).

KNOWLEDGE DISSEMINATION AND REPORTING:

  • Support Vaccine Programme team colleagues by providing them with timely and understandable data insights, through listening to and understanding their questions or needs, identifying potential data sources, and designing, conducting and interpreting new data analyses;
  • Build, develop and maintain data models, reporting systems, data automation systems, dashboards and performance metrics support that support key business decisions of the organisation (problem analysis and project management);
  • Assess potential uses of existing data sources and provide guidance on streamlining them or the development of new data sources;
  • Communicate the results of analyses to guide Gavi Alliance vaccine and diagnostic support programme decision making and programme optimisation;
  • Provide guidance on data analysis methods and their implementation to Vaccine Programme team;
  • Examine, interpret and report results of analytical initiatives to stakeholders in leadership and other Gavi secretariat teams.

COORDINATION:

  • Partner with Knowledge Management and Technology Support (KMTS); Monitoring, Evaluation and Learning (MEL); Country Programme Support Team (PST); Finance; and other teams as part of the Data Governance working group and act as Data Owner / Data Steward for Vaccine Programmes data and processes. Contribute to defining the collective set of standards that supports all the organisation’s data management disciplines, developed, and used to prescribe consistent approaches to data management;
  • Facilitate and support data governance, e.g., identify and document data ownership and procedures, advocate for Vaccine Programmes’ data needs;
  • Align with and support data-related quality controls and departmental standards to ensure quality, organisational expectations, and regulatory requirements and aligned with Gavi’s broader data governance norms and standards;
  • Coordinate, collaborate with, and support other teams within Gavi for cross tabulation, management, presentation of data for evidence building;
  • Coordinate, collaborate with, and support teams at the World Health Organization, UNICEF, and other Gavi Alliance partners in identification and use of data sources;
  • Influence different teams on data intake, utilisation, and reporting to increase data efficiency, enhance data impact and mitigate data risks.

QUALIFICATIONS

ACADEMIC

  • University degree in in public health, statistics, epidemiology, economics, geography, or other relevant discipline.

WORK EXPERIENCE

  • Minimum of 5 years of experience with data analysis, management, and interpretation;
  • Demonstrated ability to work in a multicultural environment and establish harmonious and effective working relationships, both internally/externally;
  • Experience developing, implementing, and integrating data analytic and management systems for programme management;
  • Experience with other quantitative disciplines, e.g., economic evaluation, is an asset;
  • Experience with immunisation programmes or data, or previously working in a Gavi supported country, is an asset;
  • Experience with Salesforce is an asset.

SKILLS/COMPETENCIES

  • Advanced programming skills for the management, manipulation and visualisation of data, or expert programming skills with data science software like R, Python or Matlab and a willingness to learn R;
  • Oustanding data interpretation and visualisation skills;
  • Capacity to manage multiple activities while providing quality and timely deliverables;
  • Excellent oral and written communication and presentation skills;
  • Ability to manage stakeholder expectations, resolve difficult conversations and negotiations;
  • Ability to collaborate with colleagues with policy or programmatic expertise to design and carry out data analyses to answer key questions;
  • Ability to work independently, adaptively, and to take initiative;
  • Tact and discretion.

LANGUAGES

  • Written and spoken fluency English is essential;
  • Good working knowledge in French is desirable.
