Project Background

Integrity Global, in partnership with Management Systems International (MSI) and with leading research and data collection firms in Somalia, will establish a third-party monitoring system to collect data that verifies partner reported outputs and selected outcomes, and to deduce lessons learned from humanitarian programs in Somalia funded by BHA/Somalia. The overall goal of SMLP-2 is to increase BHA/Somalia’s access to independent, verifiable data related to the 1) quantity and quality of activities delivered, and 2) performance of BHA-funded programs in Somalia. This increased access to data will allow BHA/Somalia to make more evidence-based program design, implementation, and strategy decisions.

Scope of Work

Reporting directly to the Senior Monitoring Advisor, the Senior Analyst will work as part of the SMLP-2 monitoring team to assist with the analysis and reporting process for third-party monitoring activities for the USAID/Bureau for Humanitarian Assistance (BHA) projects in Somalia. Working closely with the Monitoring Analyst and other relevant team members, s/he will help clean code and analyze third-party monitoring data and contribute to the drafting of third monitoring reports and other written deliverables.

Terms of Reference

Planning and Design

  • Support the development and refinement of data collection tools, data processing systems, coding protocols and analysis plans.
  • Support the set-up of the data flow and analysis processes.
  • Design training material for monitoring teams and the SMLP-2 reporting team.
  • Participate in monitoring and analysis skills and systems training for both monitoring teams and other SMLP-2 team members.
  • As required, coordinate with the local partners to ensure the uptake of data processes during the design and initial implementation phase.

Data Analysis and Reporting

  • Work with the Monitoring Analyst and monitoring team members to transfer raw monitoring data onto the analysis system for cleaning and quality assurance checks.
  • Review and conduct quality assurance checks of third-party monitoring data.
  • Code qualitative and quantitative third-party monitoring data.
  • Conduct initial analysis of data.
  • As needed, draft and finalize assigned sections of monitoring reports and other deliverables.
  • Conduct quality assurance checks of reports, incorporating implementing partner and USAID/BHA feedback.
  • Lead the planning and management of the data analysis workshops, as needed.
  • Participate in the presentation of findings to stakeholders, as needed.

Personnel Management

  • Oversee the work of the Monitoring Analyst.

Your Education and Experience

The Senior Analyst must have:

  • A Master’s degree in international affairs/development and social science with practical research experience is required.
  • More than five years of demonstrated experience in qualitative research and/or monitoring, evaluation and learning in the humanitarian or development sectors of Somalia.
  • Practical knowledge of remote third-party management methodologies.
  • Exceptional organizational skills, attention to detail and follow through.
  • High levels of proficiency with Microsoft Excel and PowerBI.
  • Experience working with data collection software such as Kobo Toolbox or SurveyCTO preferred.
  • Experience with monitoring donor-funded programs, preferably with a familiarity of USAID.
  • Familiarity with the operations of BHA programs and knowledge of IP activities in Somalia is highly desirable.

  • Ability to effectively and efficiently handle multiple tasks simultaneously with precision and adapt to changes in responsibilities and workloads.
  • Must be professional, possess a high degree of urgency and self-motivation, and have a strong work ethic.
  • Results-oriented approach to problem solving.
  • Strong communication skills, including note-taking for meetings.
  • High professional standards for evaluation data and reporting.
  • Accustomed to teamwork and able to sustain positive and frequent communications for a remotely managed monitoring team in a challenging, high-risk environment.
  • Ability to work independently where necessary.
  • Works well in a diverse team.

Languages

  • Strong working knowledge of written and spoken English (must submit examples of written work).
