Senior Analyst -Humanitarian

The Humanitarian and Stabilisation Operations Team (HSOT) provides the Foreign, Commonwealth and Development Office (FCDO) with humanitarian services and the UK Government’s Stabilisation Unit with stabilisation support. HSOT works with FCDO to lead the UK Government’s response to humanitarian disasters in co-operation with the United Nations, the Red Cross and Red Crescent Movement, non-governmental organisations and governments of disaster-affected countries.The role forms part of the Early Warning, Analysis and Reporting team which is is at the forefront of humanitarian information and analysis, working at the heart of government to inform humanitarian decision-making. The team monitors global events to provide early warning, alerts, and shape humanitarian responses by delivering insights through clear and targeted analytic products. This involves overcoming a challenging information landscape through mixed method approaches as well as developing and improving methodologies that ensures decision-making is grounded in the best available evidence. The role will be reporting to the Deputy Director -EWAR. The role will be based in London however involves overseas deployment for upto 6 weeks in a response.

Primary Duties and Responsibilities:

Monitoring and alerting

  • Maintain strong working relationships within FCDO’s humanitarian team, across FCDO teams, and with other government departments, to ensure best practice in monitoring and alerting and to promote familiarisation with the humanitarian monitoring and alerting function.
  • Evolve and maintain monitoring protocols and immediate reporting templates in line with FCDO requirements.
  • Ensure HSOT staff are fully trained and confident in their role on the Duty Officer system.
  • Ensure EWAR maintain continuous surveillance through monitoring, researching and analysing humanitarian crises
  • Fulfil role of on rotation Duty Officer and, providing out of hours and in-hours monitoring and surveillance function.

Response Information Management and Analysis

  • Design and evolve response Information Management and analysis toolkit, including guidance and formats.
  • Provide technical advice to deployed HAOs and Information Management Officers on information and analysis strategies, products and ways of working in FCDO.
  • Provide advice and guidance on using a range of data sources and leverage EWAR knowledge to support quality delivery.
  • Coordinate the HSOT information and analysis offer, ensuring a solid understanding of the information and analysis offer and working with the Roster Management team to fill positions.
  • Be available to deploy (sometimes as short notice) to support an FCDO humanitarian response.

On deployment:

  • Generate key information on situation, needs and impact monitoring and forecasting through regular humanitarian updates.
  • Input to briefings for Senior Civil Servants and Ministers, including at Cabinet and Prime Ministerial level, sourcing and presenting information (including briefing packets, response briefs, timelines and info graphics).
  • Develop response-specific humanitarian information and analysis strategy at the outset of rapid onset responses and maintain readiness to deploy in support of FCDO’’s work in a humanitarian emergency.
  • Contribute input to communications products, regular reporting highlighting response and support review/learning processes.

Managing Surge

  • Coordinate EWAR Humanitarian Affairs Officer (HAO) work plans to ensure sufficient HAO capacity to support all EWAR workstreams
  • Lead and further develop the Humanitarian Information Management and Analysis (HIMA) Community of Practice
  • Work in conjunction with colleagues support recruitment for HAO/IMO profiles to the core team and humanitarian roster.
    Work with humanitarian advisers cadre and others within FCDO to promote the information and analysis function.

Required Qualifications:

  • Experience of producing a range of information and analysis products for crises situations
  • Research and field operational experience with INGO, UN or similar organisation.
  • Understanding of the workings of government and particularly FCDO (xFCO or xDFID)
  • Practical knowledge of humanitarian response information tools and operations.
  • Experience in managing surge, working with rosters and developing communities of practice.
  • Demonstrable knowledge and experience of humanitarian theory, practice and architecture, humanitarian risk assessment and planning and managing humanitarian responses.
  • Native fluency in English is required.
  • Proven research and analytical skills and proven experience of providing humanitarian information management and reporting during rapid onset humanitarian crises.
  • Exceptional organisational and prioritisation, and ability to deal with a varied, demanding, often conflicting and rapidly changing workload, while conscientious and efficient in meeting commitments, observing deadlines and achieving results.
  • Team player who also works well independently.
  • Excellent networking and coordination skills at all levels.
  • Willingness to deploy in support of FCDO’s work in a humanitarian emergency.
