Job overview:

As a member for the Award Finance support team, the Senior Analyst will be handling all financial aspects of the post-award process for all award funded projects.

This position coordinates compliance with IRC’s finance policies and procedures, standard methodologies, GAAP and applicable donor regulations and agreement terms. The incumbent is responsible for the implementation of ongoing systemic improvements in process and procedure, meant to improve the efficient use of IRC resources including the proactive identification and resolution of issues imposed by non-USG donors.

Senior Analyst will work closely with the field based DDFs, RFDs, as well as regional AMU staff.

Key areas of accountability:

Awards Financial Management

  • Implement consistent processes governing the sound management and analytics of the pre-award and post award processes ensuring sound financial stewardship of these resources and in compliance with the appropriate donor requirements.
  • Ensure that all fiscal matters are current relating to public donor portfolio, including federal, state, other public and private awards, and related external support awards are handled in accordance with applicable donor regulations such as the OMB Circular, United Nations, European Union (PRAG & FPA), DFID/FCDO, and private foundations.
  • Track the portfolio awards agreements and vital statistics in files and the award database.
  • Prepare quarterly analytics report to the Award Finance support Director on awards performance measurements along with recommendations which will improve performance and minimize errors.

Audit Management

  • Lead year-end process to collect appropriate information to prepare for a successful Single audit and other annual donor audit requirements.
  • Identify and immediately communicate award financial risk to Awards Finance Support Director.

Donor Agreements, Reporting and Monitoring

  • Keep current on all public resource funding regulations and accounting updates that affect donor reporting.
  • Prepare and submit US Government financial reports (form SF425) and SF272 .
  • Ensure other reports are submitted on time (inventory and assets disposal and VAT reports).
  • Implement IRC’s contract billing system ensuring accuracy and reconciliation (expenses, and revenue recognition) before submission.
  • Issue internal coding for signed awards and sub grantees.
  • Review of all final financial reports before submission to donor in coordination with RFD and RGD and upload in OTIS.

Technical Support, Training and Management

  • Serve as the point of contact on the financial interpretation of governmental regulations.
  • Provide quality leadership and services to operational teams identifying solutions and alternative mechanisms to meet donor requirements without compromising systems.
  • Support awards financial management training for IRCs staff.
  • Understand and adhere to established financial policies and procedures.
  • Deliver adaptable service to IRCs staff on all questions related to awards funding
  • Assist Field Offices in the assessment of their awards management by providing ongoing feedback concerning performance.

Requirements:

  • Bachelor’s Degree in Accounting, Finance, or Master’s Degree, CPA or CA a plus.
  • Approximately 3-6 years of financial awards management experience in the non-profit sector.
  • Previous work experience in a multi-cultural international environment is required.
  • Demonstrated familiarity with GAAP and shown general knowledge of Fund Accounting.
  • Previous work experience with a major general ledger software package – experience with MS D365 preferred.
  • Confirmed knowledge of US Government and European Union regulations.
  • Excellent interpersonal including the ability to communicate effectively in a multi-cultural environment.
  • Solid social skills: the ability to be flexible and perform in a fast-paced team environment.
  • Ability to recognize the need to elevate advanced support requests to the appropriate team members.
  • Flexible work demeanor: the ability to work productively in a team environment & independently and ability to meet unexpected demands.
  • Strong digital literacy: facility with MS Word, Excel, various accounting software, and email/internet software.
  • The ability and willingness to travel as needed.
