About the Jerusalem Human Rights Consortium (JHRC)

The Jerusalem Human Rights Consortium (JHRC) is a consortium of four leading Palestinian human rights organizations native in Jerusalem – The Jerusalem Legal Aid and Human Rights Centre (JLAC), The Land Research Centre (LRC), The Saints Yves Association (St Yves) and the Women’s Centre for legal Aid and Counselling (WCLAC).

The Consortium is currently implementing its “First Programme Cycle” (Ending June 2023), and is prepare to launch its “Second Programme Cycle” (July 2023 – June 2026), under the slogan “Protecting Marginalized Communities in East Jerusalem through legal aid, planning and advocacy”, funded by the EU and other EU Member States. The overall objective of the consortium’s current programme cycle is to support the marginalised Palestinian communities in East Jerusalem, increase their resilience, prevent the forcible transfer and reinforce the Palestinian identity of East Jerusalem through the provision of legal aid, land planning assistance, and local and international advocacy efforts.

The JHRC is hosted and legally represented by the Jerusalem Legal Aid and Human Rights Centre (JLAC).

Overview

JHRC is looking for a Senior Advocacy Coordinator based in Brussels to lead its advocacy efforts towards EU institutions and EU Member States. The Senior Advocacy Coordinator will act as the focal point for implementing JHRC’s advocacy interventions, working closely with the JHRC Director and the Communications Coordinator. They will be responsible for:

  1. Conceptualizing, developing, planning and implementing advocacy strategies and interventions, and to advocate on behalf of the Palestinian people’s plight to their basic human rights, to promote the voice of Palestinians and influence EU Member States and EU institutions
  2. Identifying key advocacy targets, and stakeholders, developing and maintaining contacts with relevant parties such as policymakers, policy-influencers, partners…etc., in collaboration with JHRC and its members and its partner organisations
  3. Contributing to the policy analysis and advocacy research needed for the JHRC advocacy activities (including analysis and reaction to policy and political development at EU and local levels on emerging issues related to the human rights of Palestinians in East Jerusalem)
  4. Actively participating and representing the JHRC in various networks, initiatives and events to share JHRC positions
  5. Contributing to good cooperation, information sharing and communication between member organizations, partners, institutions and other stakeholders
  6. Support and coordinate the consortium advocacy missions to Europe.
  7. Contributing and providing ad-hoc support and advice to JHRC partners concerning advocacy actions
  8. Contributing to the creation of advocacy tools and guides for the consortium and its member organizations,
  9. Drafting official letters, statements, position papers, briefing notes and reports on issues covered by JHRC’s mandate
  10. Leading the development of advocacy material, including conceptualization and content development
  11. Engaging with decision-makers and with civil society partners to feed into relevant discussions
  12. Liaising regularly with advocacy counterparts in likeminded organisations
  13. Playing a leadership role in the Consortium advocacy committee, including the mobilization of human and organizational resources
  14. Participating and supporting the organisation of the JHRC main events
  15. Contribute to building the capacity of the teams of the JHRC and member organizations

Required Skills and Experience

Qualifications:

Required

  1. Bachelor’s degree in a relevant field (e.g. political science, social science, communication or international relations)
  2. Minimum of 3 years of experience working in a similar position in an NGO or similar setting

Plus

  1. Master’s Degree in a relevant field
  2. Experience in EU-funded programmes and/or in human rights and legal aid

Skills and Experience:

Knowledge/Experience

  1. Strong knowledge of the Human Rights context in East Jerusalem and the political situation Palestine in general is a must
  2. Previous management and coordination experience
  3. Experience in successful policy and advocacy work with governments and institutions to implement change
  4. Good understanding of advocacy techniques and strategies
  5. Knowledge of EU decision-making processes, policies, structures and institutions
  6. Knowledge of the civil society and the NGO scene in Jerusalem and Palestine in general (Preferable)
  7. Excellent knowledge of Excel, Word, Outlook, PowerPoint & Access

Skills & Personal Attributes

  1. Passionate advocate for human rights and international law
  2. Ability to work in multi-cultural environment and with people for whom English is not a first language and demonstrable cultural sensitivity
  3. Proven ability to contribute to activities involving multiple stakeholders in multiple countries
  4. Strong drafting skills in English (able to publish position papers, reports without native-speaker supervision)
  5. Well-organized, attentive to detail, and able to work autonomously and handle multiple tasks simultaneously, prioritize, and meet deadlines
  6. Strong administrative and communication skills
  7. Excellent interpersonal skills including cross-cultural experience
  8. Good leadership skills and strategic orientation
  9. Excellent verbal, analytical, organizational and written skills
  10. Excellent management skills and ability to work in a team environment
  11. Excellent verbal and written command of French
  12. Excellent verbal and written command of English
  13. Flexible, creative and proactive
  14. Eligible to work in the EU

Reporting

The EU Advocacy Coordinator will report directly to the JHRC Director and will be working closely with the Communications Coordinator and Project Coordinator.

Conditions

Location: based in Brussels (in office or hybrid) with frequent travel to Palestine.
Duration: full time permanent position – (funding dependant).
Start Date: preferred start date 1st of April 2023
