The Senior Advisor – Programmes Coordination will coordinate the field’s main programmes, education, health, relief and social services, Infrastructure and Camp Improvement, Projects and Protection, ensuring coordination and integration of these programmes to reach the Field’s objectives and plans.

Responsibilities Provides substantive support and guidance to the strategic and working plans relating to the field’s major programmes: education, health, relief and social services, as well as protection and neutrality, gender mainstreaming and related services ensuring optimal use of resources; coordinates among these programmes to ensure processes streamlined and UNRWA objectives are achieved, taking into account staff and refugee needs. Guides and provides oversight as well as performance management, in accordance with the Agency’s regulatory framework, to the heads of the main programmes, on related initiatives; leads the implementation of pertinent reform initiatives in his/her organizational cluster; coordinates the work of cross-functional teams to achieve field-wide outcomes and promotes integration of cross-cutting issues into the field programme framework. Translates the Medium Term Programme Strategy into operational reality by developing and fine-tuning, in consultation with the Fields’ senior managers, the Field Plans and Budget; coordinates the implementation of pertinent reform initiatives related to programmes; coordinates the work of cross-functional teams to achieve field-wide outcomes; in conjunction with HQ Directors ensures an integrated approach to the management of programmes and exercising decision-making authority over areas under her/his responsibility. Provides guidance and support to senior programme and/or administrative staff in his/her own area on the continuous improvement of services; mentors and evaluates for training purposes, as necessary. Contributes to the development, preparation, coordination and monitoring of the Field Implementation Plan, Biennium Budget, Mid-Term Strategy for the programmes ensuring an integrated approach to the management of programmes and improving decisionmaking authority. Facilitates the identification of strategic development needs and the planning of change interventions, overseeing, coordinating and monitoring the execution of the Agency’s strategic change initiatives, both in relation to management reforms as well as programme and operations-related change initiatives and responding to emerging circumstances. Liaises with United Nations Agencies, beneficiaries, NGOs, the Palestinian Authority, donors and Government of Israel interlocutors to ensure that UNRWA meets all the coordination, oversight and accountability requirements for the implementation of programme activities in the Gaza Field Office. Provides progress reports to the interlocutors as required. Develops and oversees consolidation of reports that track the wide variety of information required for various internal and external interlocutors including education, health, relief and camp improvement statistics. Using generated statistics, analyzes trends and gaps in programming in coordination with internal stakeholders.

Education Advanced university degree from an accredited educational institution in political science, social science, public or business administration or international relations supplemented by studies in management. Job Specific Qualifications

Work Experience At least 10 years of progressively responsible and relevant professional experience in programme management is required. At least six years of professional work experience managing large-scale, multi-sector programmes at managerial level in a large governmental or international organization is required. Unless already serving as an international staff member in the UN Common System, a candidate for an international post must have at least two continuous years of relevant international experience outside UNRWA, and outside the country(s) of which the candidate is a national or holds citizenship, a passport or a national identity number is required. Advanced university degree from an accredited educational institution is required in political science, social science, public or business administration or international relations supplemented by studies in management. Familiarity with the UNRWA system, structures, and practices is desirable. Demonstrated ability to translate strategic aims into achievable plans is desirable.

Languages Excellent command of written and spoken English.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice Type of Contract and duration: Temporary Appointment for 6 months, with the possibility of further extension,.subject to availability of funds, need and performance. The Senior Advisor – Programmes Coordination will be required to reside in the field of assignment. Applicants have to complete the Personal History Profile (PHP) in inspira in order to be considered. The PHP should be completed with full relevant work experience as per the requirements in the Job Opening, in order to be considered.
