PSI and its local affiliates manage malaria control programs in 32 countries and are world leaders in malaria control implementation delivering 42 million treated mosquito nets and almost 19 million quality-assured ACTs for confirmed malaria cases in 2016. PSI also supports national Ministries of Health to scale up malaria diagnosis especially in the private sector and to improve tracking of malaria patients through surveillance and health information systems, especially DHIS2.

The US Presidents Malaria Initiative (PMI) Impact Malaria Project is PMI’s flagship global malaria service delivery project, helping to improve the quality and increase the delivery of malaria diagnosis, treatment, and drug-based prevention services in 18 countries around the world. PMI Impact Malaria is a USAID contract hosted and led by PSI as the prime contractor.

PMI Impact Malaria (IM) works with national malaria control programs to help tackle these

challenges by:

– Closing the gaps in malaria service delivery to get the right medicine, with the correct diagnosis, to patients in need, in the timeliest manner.

– Unlocking the potential of key drug-based approaches, by helping countries to introduce, implement, and scale-up proven innovations to move countries forward in their elimination efforts, according to each country’s unique malaria situation.

– Strengthening malaria health systems and the use of data for decision-making to link operational research and country-led dialogue with global technical leadership for the means of accelerating service delivery improvements and advancing key learnings.

The IM team is a results-focused, multi-disciplined and multi-cultured team, based out of Washington DC, working through PSI country offices as well as through our partners Jhpiego, MCD Global Health, and UCSF.

PSI seeks a Senior Advisor II, Monitoring that will lead project monitoring activities, oversee the project Monitoring and Evaluation Team for a large malaria service delivery award. The incumbent will have primary responsibility for reporting progress towards project objectives to the donor, including overseeing production of relevant data inputs for country quarterly reports and project annual reports. She/he will develop and manage core work plan activities related to project monitoring and evaluation and capacity building on data management and analysis. The incumbent will lead project M&E team efforts to build capacity in data management and analysis of country project and relevant partner country staff. The incumbent also will serve as a technical focal point for malaria service delivery for selected countries, ensuring that activities are implemented according to technical guidance from the donor and global best practices including the design of technical activities and strategy of PMI Impact Malaria country workplans.

Responsibilities****Your contributions

-Monitoring: Serve as the monitoring lead for a strategic monitoring portfolio. Serve as a focal point for the organization in a specific area to drive forward healthcare or strategy-aligned monitoring activities. Provide remote and in-country monitoring assistance to build capacity of IM country teams to effectively deliver results in line with PSI and global best practices and the department’s, project’s, or network member’s monitoring strategy. Analyze evidence to determine best practices. 30% of Time -Thought Leadership/Knowledge Management: Recognized internally and externally as high-level subject matter expert, who drives thought leadership across PSI. Engage externally to represent IM on M&E related topics and demonstrate monitoring expertise, capacity and experience. Share monitoring knowledge and expertise to increase capacity in monitoring. 20% of Time -Representation: Develop and maintain relationships with external partner organizations and donors. Influence the context in which PSI works through representation at relevant working groups, conferences, workshops, and policy-oriented forums. Assist in fostering, maintaining and strengthening internal strategic partnerships. 10% of Time -Program Management: Accountable for budget and program deliverables. 20% of Time -People Management: May manage people; provide coaching and mentoring to staff. 20% of Time

Qualifications

What are we looking for?

-Master’s Degree (or international equivalent) in a related field (e.g., MPH, MSc). -Doctorate Degree (or international equivalent) in a related field preferred. -At least 10 years of related work experience. -Experience leading the design and implementation of the monitoring strategy for an organization or a complex portfolio of projects. Experience working on malaria projects/activities preferred. -Demonstrate technical expertise in monitoring. Subject matter expertise and advanced monitoring skills. -Ability to lead in the design and refinement of monitoring strategies. -Ability to share knowledge internally and externally with global communities of practice; represent PMI Impact Malaria at global forums on monitoring and evaluation on malaria. -Ability to design solutions to complex technical challenges. -Ability to manage the execution of complex technical projects or initiatives. -Proficiency in Microsoft 365. Expertise in the use of quantitative data analysis programs required. -Exceptional interpersonal and communication skills, both verbal and written. -Proficiency in French preferred. -Cultural humility and respect.
