Summary

The Senior Advisor, Human Resources Business Partner will provide support Save the Children’s (SC) strategic objectives by providing efficient and effective HR services to staff and managers for the International Programs division within our US headquarters, remote and overseas locations. You will ensure HR-related issues are managed effectively and efficiently in the areas of employee relations, international compliance hiring, performance management, and the internal workforce exchange program via secondment and tripartite agreements, and will supervise a small team in the delivery of these continual needs.

What You’ll Be Doing (Essential Duties)

HR Administration (30%).

  • Lead the HR efforts for International Programs and work with senior divisional management in the client groups to adapt and implement HR programs leadership and workforce development, performance management, international allowances, engagement with Save the Children International member organizations, employee relations and talent review and mobility
  • Liaise and partner with other Save the Children members to harmonize international policies, practices, and approaches such as secondment agreements, international allowances and taxation, international mobility, emergency deployment, child-safeguarding training, staff induction, etc.
  • Together with colleagues in HR centers of excellence, align operations with a global and corporate perspective; clarify and streamline process as needed
  • Build HR management and development capacity among management staff.
  • Provide strategic and tactical direction to HR Business Partners within area of focus, including theprocess management for the administration, tracking, and issue resolution regarding all internal talent mobility agreements (secondment, tripartite and other contractual third party arrangements), trackingcompliance and process renewals and separations
  • Provide guidance and input on business unit restructures, workforce planning, and organizational design to meet business objectives.
  • Train, develop, coach, lead, and supervise staff, clearly communicating organization, division and department priorities, and how their work contributes to our mission, ensuring that the working environment continually fosters diversity, inclusion, and belonging – supporting Save the Children values

Organizational Design, Project, and Change Management (30%)

  • Provide leadership and advice to the divisional leadership team in designing organizational structure in alignment with Agency and divisional strategies.
  • Partner with the leadership team to effectively manage change and transition and ensure that the HR perspectives and compliance to agency procedures and other legal standards are considered.
  • Manage employee relations issues as a result of change and transition activities
  • Provide guidance and direction on the Mid-Year and End of Year International allowances review of SCI and USG allowances.
  • Manage high level complex international recruitment negotiations with subsidiary organizations
  • Ensure delivery of updates to allowance profiles, communicate International Living Allowance (ILA) changes to employees and managers. Collaborate with Payroll and Compensation and HRIS team to implement necessary changes.
  • Support HR and International Programs division projects as requested

Employee Relations (20%):

  • Represent Human Resources internally on programmatic business teams.
  • Establish strong engagement across the business teams and act as key contact and resource for the broad range of HR matters from policy communications and interpretation to relationship and change management.
  • Ensure the successful onboarding of new staff.
  • Partner with other parts of HR (Talent Attraction and Acquisition, Talent Management, Compensation and Benefits, etc.) and other Departments (Finance, IT, etc.) to roll out and support agency-wide initiatives
  • Manage the administration and relationship with 3rd Party Employment Vendor
  • Management of key personnel positions, COP, DCOP and Technical staff for USAID cooperative agreements/grants
  • Support staff development and engagement, ensuring focus on talent development within business units to include building a robust pipeline for roles, maintaining a competitive advantage, identifying common development opportunities, and ensuring the selection and promotion of the best talent across the Agency
  • Represent HR on the Crisis Management Team as the primary HR contact for medical, security or other emergency evacuations

Policies & Procedures (20%):

  • Team with the HR Business Partner staff to provide a united, consistent, Agency-wide HR approach to the clients.
  • Provide leadership on grievances, disciplinary issues and code of conduct protocols.
  • Design, develop and deliver training to managers and employees on processes and procedures for HR and International processes. Create FAQ’s to clarify and address employee inquires
  • In close partnership with other HR department leads (Talent Attraction and Acquisition, Talent Management, Compensation and Benefits, etc), advise and coach client groups on recruitment, compensation, career development, mobility & succession planning
  • Promote and monitor compliance with key employment, child safety and security policies and standard
  • Ensure relevant policies, procedures and compliance materials are updated and published online.

Required Qualifications

  • Minimum of a Bachelor Degree or equivalent experience, plus at least 7 years of relevant experience
  • Demonstrated experience providing HR Generalist or similar organizational development/staff engagement support to staff in multiple country contexts
  • Demonstrated analytical, problem solving and project management skills.
  • Proven ability to handles day to day work challenges with confidence; with a demonstrated willingness and ability to adjust to multiple demands, shifting priorities, ambiguity and rapid change.
  • Professional proficiency in MS Office suite
  • Professional proficiency in spoken and written English
  • Demonstrated ability to communicate and collaborate effectively with individuals and teams at all levels, both internally and externally

Compensation

Save the Children is offering the following salary ranges for this position, dependent on candidate location:

  • Geo 1- NY Metro, DC, and other locations with labor costs significantly above national average: Up to $128,000/ year
  • Geo 2-Locations around the US National Labor Cost Average: Up to $116,000/ year
  • Geo 3-Locations significantly below the US National Labor Cost Average: Up to $104,000/year

Actual base salary may vary based upon, but not limited to, relevant experience, base salary of internal peers, business sector, and geographic location.
