JOB SUMMARY: International Medical Corps technical unit has an established multi sectoral team that includes, health systems strengthening, primary healthcare, MHPSS, child protection, gender-based violence, water, sanitation and hygiene, nutrition and food security and cross cutting areas such as gender, inclusivity, knowledge management and learning. The teams work under the Technical Unit which resides within the Quality Assurance, Research, and Innovation department.

The health systems strengthening is viewed as integral with the continuum of relief to recovery, starting with health service delivery in humanitarian crises and continuing beyond the crises to address recovery and development system’s needs. The senior health systems advisor will therefore provide high-quality technical support to both global and country program teams throughout the program cycle to include, needs assessments, program design, implementation, and monitoring. Working closely with the New Business Development team, HQ sector teams and the Monitoring, Evaluation, Accountability and Learning (MEAL) global team, s/he will be a thought leader, designer, and planner for health systems development across the organization. This role also requires hands on experience of bilateral and multilateral health systems programs funded by USAID, FCDO, WB, particularly in relation to donor dialogue on technical strategy and design.

MAIN TASKS AND RESPONSIBILITIES

Program design and delivery • Lead the technical design and delivery for integrated health systems delivery and comprehensive health systems strengthening projects in collaboration with New Business Development and country teams as needed. • Lead health systems ‘quality assurance’ at all stages of the program cycle that includes development and roll out of minimum standards, SOPs, and tools to capture best practices and ‘data for decision making’ in relation to health systems development. • Drive systems thinking and practice through sharing of best practices, ideation and conceptualization for health systems. • Co-lead evidence generation, use and publications with MEAL, Technical Unit, and country teams to advance data for decision making and knowledge generation and dissemination. • Collaborate with sector teams and MEAL on Operational Research for health systems that will inform program approaches and drive innovations.

Organizational learning and innovation • Develop a mentorship program for health teams to ensure high levels of motivation, commitment, capacity, and teamwork that will collectively promote retention and high performance. • Identify and facilitate appropriate partnerships and linkages with other organizations (UN agencies, NGOs), academic institutions, private sector, to advance health systems strengthening and to leverage promising results to scale program coverage. • Contribute to the development of health systems related communications strategies and products that promote the organization impact to all stakeholders, including institutional and private donors. • Represent International Medical Corps in relevant global meetings through participation and presentations in global working groups, conferences, and similar fora.

JOB REQUIREMENTS *

MINIMUM QUALIFICATIONS • Typically, Master’s degree in global health, public health, or an advanced degree in a relevant field. Equivalent combination of relevant education and experience may be substituted as appropriate. • Typically, 12+ years of field experience leading health systems strengthening to include at least 5 years at HQ/global level • Demonstrated leadership skills and senior level experience with USAID, FCDO, EU, World Bank and other bilateral funding agencies in design and delivery of health systems programs. • Outstanding communications skills including the ability to write technical documents and deliver high level presentations to both internal and external audiences. • Successful in communication on health system developments with international agencies including, donors, philanthropy, government officials, and other INGOs • Commitment to promote and encourages a culture of compliance and ethics throughout the organization • Excellent written and spoken English and fluency in a second language preferred, (French, Arabic, Spanish).
