Summary

The Senior Advisor for Health Systems and Equity serves as Save the Children’s (SC) lead expert and advisor on health systems strengthening (HSS), including at the community level, and provides advice and expertise on addressing equity issues in global health programs. In collaboration with Department of Global Health’s (DGH) senior management, you will lead on the vision, strategy, and operational plan for HSS and community health systems (CHS), and will be a core member of DGH’s strategic efforts to address inequities in global health. You will provide technical expertise and support to global and country-level programs, including needs assessments, program design, implementation, and monitoring and evaluation, and advice and input on health systems issues in other health programming areas. You will work in a cross-cutting fashion, engaging technically and providing support to DGH technical teams.

What You’ll Be Doing (Essential Duties)

Technical Expertise and Managerial Leadership (40%)

  • Provide HSS/CHS and health equity oversight, technical leadership, and guidance to global awards.
  • In partnership with DGH and SC health leadership, determine a vision and strategy for HSS/CHS across technical teams, and provide advice and support to colleagues and programs for incorporating appropriate interventions.
  • Provide advice, input and expertise to SC’s strategy on health equity.
  • Adapt evidence-based HSS/CHS methodologies to new areas of programming and develop, test, and document the effectiveness of innovative methodologies.
  • Apply evidence-based HSS to reproductive, maternal, newborn, child, and adolescent health, HIV, TB, WASH/nutrition, climate and health, and humanitarian health and nutrition programs, and integrate across specific sector programs.
  • Serve as a resource on reducing inequity in access and use of health interventions in program implementation and strategy development.
  • Advance HSS and CHS programming and evidence-based approaches to equity through creativity and input to other technical units and country staff to innovate, develop, document, and disseminate new approaches and frameworks.
  • Support projects to achieve results and build project staff and partners’ capabilities to deliver quality HSS interventions and programs.

Technical Thought Leadership and Documentation on HSS/CHS & Equity (35%)

  • Build and/or strengthen HSS/CHS and health equity capacity of SCUS, SCI global and country office staff and partners through managing, training, and mentoring.
  • Support the design, planning, rollout, monitoring and evaluation of HSS strategies and activities, providing technical guidance through short-term technical assistance to country programs.
  • Apply, document, and advance evidence-based HSS, CHS, and health equity theory and best practice.
  • Expand staff capacity for documentation and dissemination of program results in close coordination with DGH’s Knowledge Management team.
  • Document and present DGH’s successes and learning in national and international platforms, peer networks, and internal platforms (working with other SC member countries).
  • Establish and maintain relationships and networks with external stakeholders and partners.

Resource Mobilization (25%)

  • Facilitate HSS/CHS and health equity program design, contribute technical content, and review drafts for HSS/CHS related proposals.
  • Cultivate partnerships with diverse organizations related to health systems, community health, and health equity.
  • Support country offices in positioning for funding opportunities.
  • Work with DGH team members, SCI global movement and country office staff to share learning and represent work with donors and potential partners.
  • Identify and pursue opportunities to expand and grow HSS efforts both within DGH and across sectors.
  • Support proposal development processes, lead or coordinate technical inputs, review and guide, and contribute strategy and vision as needed for proposals, work plans, and reports.

Required Qualifications

  • Minimum of a Bachelor Degree or equivalent experience, plus at least 7 years of relevant experience
  • Proven experience in design, implementation, and monitoring of health system strengthening and community health system programming in low- and middle-income countries
  • Demonstrated understanding of equity issues in global health programming
  • Demonstrated experience in strengthening the capacity of Ministry of Health and other local partners in essential health services/primary health care or other health subspecialty area (i.e., maternal child health, infectious diseases, nutrition, etc.)
  • Working knowledge of data interpretation and analysis, and demonstrated understanding of health system information sources
  • Demonstrated experience with applying implementation learning and applying evidence and learning to rapidly adapt programming, such as through collaborating, learning, and adapting approaches
  • Demonstrated experience in documenting, disseminating and sharing knowledge and information to diverse audiences
  • Experience with developing technical products (briefs, reports and manuscripts)
  • Willingness and ability to travel internationally up to 25%
  • Professional proficiency in MS Office suite
  • Professional proficiency in spoken and written English
  • Demonstrated ability to communicate and collaborate effectively with individuals and teams at all levels, both internally and externally
  • Demonstrated commitment to fostering and maintaining and environment of diversity, inclusion, and belonging.

Preferred Qualifications

  • Demonstrated commitment to health system capacity building, and addressing health equity issues
  • Demonstrated commitment to innovating and adapting, delivering results, creativity in problem solving and decision-making
  • French proficiency
  • Experience with global, multi-country projects funded by institutional or private donors

Compensation

Save the Children is offering the following salary ranges for this position, dependent on candidate location:

  • Geo 1- NY Metro, DC, and other locations with labor costs significantly above national average: Up to $128,000/ year
  • Geo 2-Locations around the US National Labor Cost Average: Up to $116,000/ year
  • Geo 3-Locations significantly below the US National Labor Cost Average: Up to $104,000/year

Actual base salary may vary based upon, but not limited to, relevant experience, base salary of internal peers, business sector, and geographic location.
