Summary
The Senior Advisor, Behavior Change & Community Health provides technical leadership and support to Social and Behavior Change (SBC) programs or components of other Save the Children programs. The Senior Advisor generates, leads, and contributes to a portfolio of ongoing and new programs, with significant SBC and community health components, and provides technical guidance across SCUS’ portfolio based on implementation experience and state of the art lessons learned. The Senior Advisor provides SBC in depth knowledge and experience to assist bilateral and global USAID and non-USAID funded programs in Africa and Asia, including Risk Communication and Community Engagement (RCCE) projects. The Senior Advisor contributes to SCUS Behavior Change & Community Health team efforts to strengthen capacity in project countries in SBC and SBC monitoring, evaluation, and research. The Senior Advisor is a key member of the Behavior Change & Community Health team in the Department of Global Health and contributes towards delivery of project results, knowledge management, and business development efforts.
What You’ll Be Doing (Essential Duties)
Technical Assistance and Expertise for Programming (80%)
• Actively participate and provide leadership where required, in global SBC program planning and implementation.
• Identify needs and provide direct and distance technical assistance (TA) to country offices in evidence-based SBC, RCCE, and community health, including program design, formative research, strategy development, participatory SBC material development, community engagement and capacity strengthening, program monitoring and evaluation, and other related technical assistance needs.
• Lead workshop and webinar development, planning and facilitation, training and other capacity building activities to build local and national SBC capacity in project countries and/or with project partners.
• Directly liaise with donors or other organizations in the public and private sector to meet project needs, e.g., identifying and guiding private sector agencies and consultants for materials development and production.
• Guide and collaborate with other regional and country offices on technical matters, including design of trainings, resources, and tools, and work with technical units and field staff to develop and/or adapt specific indicators and tools to measure SBC including community engagement and RCCE.
• Advance multiple activities under global projects, including representing Save the Children among project partners, and bringing SBC technical program and research expertise to project activities, including literature reviews and SBC elements of strategic documents, development of SBC theories of change, research and program designs.
• Lead multi partner SBC research initiatives, including coordination with relevant country offices and in-country projects.
Programmatic Quality Improvement and Knowledge Management (15%)
• Lead KM activities for the team including:
o Updating documentation and dissemination of program learning and results in close coordination with DGH’s Knowledge Management team, including SBC quarterly report and monthly updates.
o Documentation of SBC program innovation, monitoring, evaluation and learning priorities including updated and effective community mobilization approaches.
• Lead and coordinate literature reviews and reports for donors and other external readers as needed and assist with planning, knowledge capture, and reporting efforts.
Resource Mobilization (5%)
• Identifies opportunities with SCUS and SCI country offices and contributes to development and submission of quality proposals for SBC, RCCE and community health programs.
• Acts as technical lead or contributor to proposal development processes, and providing guidance including drafting of text, work plans and reports.
• Establishes and maintains existing relationships with key donors and program partners to advance global health and nutrition work within portfolio.
• Work with DGH team members and SCI staff to share learning and represent work with donors and potential partners.
Required Qualifications
• Minimum of a Bachelor’s degree or equivalent experience, plus at least 7 years of relevant experience in SBC including RCCE and community mobilization, community health, SBC monitoring and evaluation, participatory training facilitation, health communication, health promotion, behavioral sciences, or related field.
• In depth implementation experience in SBC and/or RCCE, community health in developing country contexts, including collaboration in interdisciplinary teams.
• Demonstrated abilities and experience in SBC strategy, materials and community activity development.
• Experience working with partners and country ministries.
• Familiarity with and understanding of USAID regulations, policies and procedures or those of other donors.
• Strong skills in program documentation and report writing.
• Willingness and ability to travel internationally up to 30%.
• Professional proficiency in MS Office suite.
• Professional proficiency in spoken and written English.
