Context

Expertise France is the French public agency for international technical assistance. The agency provides partner countries with knowledge, skills and management expertise in:

Expertise France designs and implements cooperation projects addressing skills transfers between professionals. The agency also develops integrated offers, assembling public and private expertise in order to respond to the partner countries’ needs.

With a business volume of 192 million Euros, a portfolio of over 500 projects in 100 countries, and 63,000 days of expert missions every year, Expertise France promotes French and European development policy goals.

Description of position

Based in Amman, the position is under the direct management of the Regional Coordinator based in Lebanon.

She/he is in charge of the financial management of the projects under her/his supervision (internal and external financial reporting, budget follow-up..).

She/he is in charge of implementation and follow-up of the Expertice France financial and administrative processes for the Expertise France projects and office under his supervision in Amman.

She/he is the focal point for the HR services provider for all the Expertise France Projects in Amman.

She/he supervises a finance Assistantand helps him develop her/his skills.

MISSIONS : The main tasks entrusted to the Administrative and Financial Manager are as follows:

Financial and Budget management of projects

• Supports the effective internal control of the operational budget and, in collaboration with project managers, develops the annual budget; monitors, analyzes and reports on monthly expenditures in collaboration with the finance partnership specialist.

Prepares and advises on the reallocation of resources during budget reviews and up-dates
• Prepares and follows financial reportings under Expertise France templates
• Checks monthly financial follow-ups (allocation of expenses, consumption, forecasts, etc.).
•Prepares external financial reportings
•Participates in audits and internal controls
• Prepares monthly and annual project budget exercises (initial budget, revised budget and landing forecasts)

• Provides inputs to budget development and guidance on overall financial management support to the budget holders
• Follows analytic allocations of multi-projects salarees

• Assists Head of Projects in forecasts preparation

• Constantly checks the integrity and robustness of financial procedures, possible mismanagement and suggest corrective actions to minimize losses.

• Supports Heads of projects in the preparation of project expenditure forecasts and provides the budget follow-ups

• Support Heads of projects in preparation of budgets and budget amendments

• Constantly checks the integrity and robustness of financial procedures, possible mismanagement and suggest corrective actions to minimize losses.

• Constantly trains and grooms the Finance officer to develop her/his capacity

Accounting Management

• Ensures monthly, semi-annual and annual accounting closures
• Ensures implementation of payment procedures and good accounting practices
• Verifies bank and cash journals, including unannounced checks
• Checks accounting vouchers, prepare and send the monthly accounting package to Expertise France’s head office treasury department
• Checks accounting consistency (name, accounting codes, analytical codes, lettering, exchange rates….)
• Controls respect of the accounting procedures
• Ensures respect of the vouchers archive policy

Treasury Management

• Focal Point for bank account management

• Maintain regular relations with the partner bank
• Supervises and compiles cash flow forecasts for each project

•Prepares the Cash Request and send it to the appropriate department after its signature, monitors receipt of funds

•Ensures transfer to petty cashes and sub-accounts

•Controls cash inventories and banking reconciliation, included for secondary petty cashes and sub-accounts

•Manages office cash flow and ensures adequate supply

•Ensures security of funds, including storage facilities

Administrative management and monitoring :

Focal point for the HR services Provider all along the life of the employees’ contracts

• Checks monthly HR service Provider invoices and match with Purchase Orders

• Checks pre-financing payments and its reimbursements upon monthly invoices

• Follows the HR services framework contract consumption and alerts if it reaches 70%

• Ensures that all necessary agreements, permits and licenses necessary for EF‘s operations (including VAT exemption when applicable) are in place and keep updated on national administrative rules and regulations pertaining to the activities of EF.

•Supervises and controls the implementation of administrative, financial and human resources rules and procedures

• Proposes and participates in drafting or improvement of administrative or financial procedures

• Provides support to logistics and purchasing teams (procedures, evaluation, negotiation, etc.)

• Keeps abreast of changes in national laws and policies.

• Prepares declarations and ensures payment of taxes

• Establishes and maintains relations with administrative authorities at national level, in harmony with the AFD Group.

Profile

Qualifications :
Higher education in accounting, administrative and financial management with at least 5 years’ experience in equivalent positions;

Proven knowledge of accounting software

Ability to work in a demanding, multicultural environment;

Strong capacity for autonomy, independence of mind and impartiality;

Strong capacity for work, rigor and organization;

Perfect command of office automation tools, particularly Excel;

Excellent interpersonal and teamwork skills;

Excellent analytical and report writing skills;

Excellent written and oral expression in English,

French language skills are required

Professional Expérience

At least 5 years’ experience in accounting, administrative and financial management of humanitarian or development projects;

Experience in team management;

Experience with donors (EU is an asset) and financial reporting required

Knowledge of Expertise France procedures is an asset.

Location : Amman, Jordan

Duration : 12 months renewable
