Context

ASEAN Parliamentarians for Human Rights (APHR) is a network of progressive current and former lawmakers in Southeast Asia who use their unique position to promote human rights and democracy in the region. It is crucial that APHR as a human rights organization adopt preventive measures to safeguard the safety and security of its staff, Board and Members. As APHR also becomes more visible and speaks out more frequently and critically on human rights issues, it needs to prepare for potential reprisals and risks associated with its work and advocacy. Therefore, it is imperative that APHR assess potential risks on its operations and staff and be prepared to mitigate these risks and respond to them effectively.

Scope of Work

APHR is looking for a security expert/trainer experienced in delivering security training for human rights defenders or organizations to conduct a single session basic training for APHR Board and staff. The training will be either in-person (preferred) or online depending on the location of the security consultant.

The basic security training will cover the key following issues:

  • Risk Assessment
  • Digital security
  • Travel and physical security
  • Information security
  • Arrest and detention
  • Incidence report
  • Crisis management

The objective is for APHR Board and staff to be equipped with basic security knowledge in order to mitigate the impacts from threats and reprisals as well as provide a secure working environment.

Deliverables

  1. Single session security training (6 hours)
  2. Presentation materials in soft copy
  3. Ability to offer materials on areas not covered during the 6 hour session.

Proposed date and venue

The 1 day security training will be conducted either online or in-person on June 22, 2022 during the Board and Staff Meeting in Bali, Indonesia.

APHR will pay for the travel related expenses of the consultant if this will be conducted in Bali, Indonesia (if the selected consultant is based within the region).
