About Human Appeal Here at Human Appeal (HA) we have an exciting opportunity for a Security Officer to be based at our Iraq office in Erbil. This is 12 months local fixed term contract, renewable depend on availability of funding with $1300- $1600 USD based on years of experience. You will be reporting to Country Director Iraq.

HA is a faith-based charity that aims to abolish poverty by providing humanitarian aid, sustainable development programs and championing advocacy for our beneficiaries worldwide. HA has been operating in Iraq since 2016. Human Appeal currently has almost 400 staff across numerous locations in Iraq, including Erbil, Dohuk and more. Human Appeal Iraq’s country office is in Erbil with sub-offices in Mosul, Tikrit, Baghdad and Aana. HA is working in a number of thematic sectors: primarily in protection; shelter and non-food items; food security and livelihoods; WASH; and education. Human Appeal’s main donors include UNHCR, UNOCHA, WFP and numerous other international institutional partners.

CONDITION: Please note this is a local contract, for this role you must have the right to work in Iraq.

Main Job Purpose Responsible for the proper implementation and effective monitoring of all the HA mission security and safety procedures, by reporting and context analysis, developing and maintaining appropriate and effective relationships with different stakeholders.

Accountabilities

Trainings • Ensure staff training/orientation re: safety and security roles. Develop safety and security training modules for use by the HA staff and visitors in country office and project office. Develop security briefing materials for new staff and visitors to Ensure all HA staff understand and comply with incident reporting requirements and procedures. Follow-up as necessary re: issues related to reported incidents. • Maintains organization’s stability and reputation by complying with legal requirements, afterwards, Ensure that appropriate systems are in place to effectively disseminate safety and security information and updates of the security situation to HA staff via regular safety and security meetings with relevant HA staff.

Compliance • Assist the operation Manager in developing and overseeing the day-to-day conduct of the office security program. Ensuring preparation of adequate responses to security incidents, natural and man-made disasters by ensuring operation of equipment by completing preventive maintenance requirements; following manufacturer’s instructions; troubleshooting malfunctions; calling for repairs; evaluating new equipment and techniques. • Provide oversight and management of the security services contract established in support of operations. Conduct ongoing quality reviews and ensuring that post instructions and emergency response plan are updates and exercised and Assess communications needs and recommend improvements – technological aspect to make sure that all equipment are working and in good condition such as the generator, radio handsets, satellite phones, etc. • Secures premises and personnel by patrolling property; monitoring surveillance equipment; inspecting buildings, equipment, and Liaising with administration and logistics offices re: vehicle movement and facility safety and security. Ensure established standards and procedures are followed.

Reporting and representing. • Assist to the Ops Manager to prepare/maintain/update safety and security management plan (SSMP). • Assess threat, risk, and vulnerability and make recommendations to Head of mission and Operations Manager to reduce staff exposure. Collect and disseminate incident report data – make sure that the right people are included in the dissemination and finally Submit a security update (to include situational analysis, actions taken, and actions recommended) to HA Senior Management Team (SMT) on a regular basis.. • Completes reports by recording observations, information, occurrences, and surveillance activities; interviewing witnesses; obtaining signatures, and by reporting irregularities; informing violators of policy and procedures; restraining trespassers to prevent losses and damage. • Represent HA at interagency safety and security forums and Liaise with UN, government, diplomatic and consular officials and community leaders in the process of gathering and verifying safety and security information on a regular basis to be updated with recent safe and security policies.

Experience:

• University degree preferably in politics/social science, international relations, law enforcement and/or business management (with a focus on security management). • Minimum 3 years in the humanitarian field with at least 2 years’ experience as security and safety officer for INGO or UN • Non-military background • Essential: MS Office, advanced excel. • Fluent English is essential, and fluency in an additional language reflecting Human Appeal’s global presence (i.e. Arabic, Kurdish) is desirable
