BACKGROUND INFORMATION
Solidar Suisse is a Swiss NGO established in 1936 (then called Swiss Labor Assistance). Today, the organization is active in development cooperation and humanitarian aid in 19 countries worldwide and projects in Africa, Asia, Latin America and Southeastern Europe. To respond to the humanitarian needs in Ukraine, Solidar Suisse established a cooperation office in Kyiv and partnered with the Ukrainian organisations Luhansk Association of Organizations of People with Disabilities LAOPwD and VIS to provide assistance to internally displaced people, households with people with disabilities, returnees and non-displaced communities in de-occupied areas or territories that remain under Ukraine control in Vinnytska, Donetska and Kharkivska oblasts. The project covers Cash for Shelter Repair, Mental Health and Psychosocial Support (MHPSS), winterization support as well as Multipurpose Cash Assistance (MPCA). To ensure the safety of its staff and operations, Solidar Suisse is looking for a qualified expert to serve as the Security Officer for its office in Ukraine.
PURPOSE OF POSITION
Reporting directly to the Country Representative, the Security Officer is the principal role within Ukraine responsible for ensuring the safety and security of staff and assets throughout the country.
MAIN TASKS AND RESPONSIBILITIES
The Security Officer is entrusted with the following tasks:
- Developing and implementing security protocols and procedures to mitigate risks and ensure the safety of Solidar Suisse personnel in Ukraine, including Cyber Security
- Conducting regular risk assessments and security evaluations in Ukraine to identify potential threats and vulnerabilities in Ukraine focusing on areas of humanitarian interventions of Solidar Suisse and its partner organisations
- Providing security briefings, training, and support to Solidar Suisse staff on security protocols, emergency response procedures, and personal safety & security measures
- Monitoring the security situation in Ukraine, including political developments, providing regular updates and analysis to the management of Solidar Suisse in Ukraine and the HQ in Switzerland
- Liaising with local authorities, security agencies, and other stakeholders to enhance the security of Solidar Suisse operations in Ukraine
- Developing, maintaining and updating security, contingency, relocation and evacuation plans
- Ensuring compliance with Solidar Suisse security policy, its procedures, Code, as well as local laws and regulations.
- Coordinating safety and security with the counter parts of the partner organisations
- Any other tasks related to safety and security handed over by the line manager
DELIVERABLES
- Regular security reports on project areas including context monitoring, implications and specific recommendations for project activities
- Security briefings and route planning for local team members as well as visitors from HQ ahead of travelling
- Update of the Local Security Plan of the office in Ukraine including annexes
Duration and starting date
We look for a candidate who can start on 1 June 2024 or as soon as possible with contract duration until 30 December 2024 with possibility of extension.
Required profile and experience
The ideal candidate for this position should be based in Kyiv or Kharkiv, with frequent travel to areas of humanitarian intervention of Solidar Suisse. S/he should have a strong background in security management, risk assessment, emergency response, and crisis management in high-risk environments. Fluency in English and Ukrainian is required, with knowledge of Russian being an asset.
