Security Manager

Position Location: Tunisia

Position Summary:

Creative seeks a host country national for the role of Security Manager for a USAID-funded project that seeks to support Tunisian citizens to act and advocate for specific issues and effect change at the local, regional, and national level in advancing Tunisia’s development and to build the legitimacy and sustainability of the civil society sector. The project Security Manager has delegated responsibility for the day-to-day management and coordination of operational field security activities, provides continuous security and contextual information to the team, ensures compliance with corporate security policies, and maintains liaison with the HQ Regional Security Manager (RSM).

Responsibilities

Primary Responsibilities:

  • Conduct Risk and Security Assessments and draft Security Plans to provide guidance and ensure all Creative assets (staff and equipment) are kept safe and out of harms way.

  • Provide security, safety and risk mitigation advice and recommendations to the COP and DCOP Operations.

  • Ensure that project staff complies with project security procedures.

  • Monitor and analyze the ongoing threat environment faced by the project and brief the COP accordingly.

  • Distribute threat warnings to all staff as appropriate.

  • Oversee movement control and coordination for the project, including driver and vehicle deployment and staff whereabouts.

  • Oversee any security provider contracted by the project to ensure contractual compliance and performance of their duties.

  • Write up and Report security incidents, violations and recommended corrective actions, as appropriate, to the COP, the appointing authority and the HQ Security Department.

  • Ensure all new employee/contractor personnel receive appropriate security orientations and briefings.

  • Verify that all security devices such as locks, alarms, access systems and physical force protection measures are operational or reported for repair.

  • Work with the HQ/Regional Security Manager to maintain the project Security Plan, Crisis Response Plan and all/any other security assessments in coordination with the COP and HQ Security.

  • Serve as the security liaison with the U.S. Embassy Regional Security Officer and/or equivalent U.S. Government personnel for project security matters, in coordination with the COP and HQ Security.

  • Ensure that the Creative Vetting Plan (VP) and Project Information (CSI Security Plan ISP) is distributed to and guidance is being followed by project staff.

Qualifications

Required Skills & Qualifications:

  • An undergraduate degree in security systems, security, operations, or related field will be viewed in a positive manner.

  • At least4years of security management experience in the context of international development; field-based security and crisis management experience;

  • At least3years of experience supervising staff in a security context in a challenging insecure and complicated field operations environment in developing countries;

  • Proven expertise in security challenges in Middle east and North Africa (MENA region) and experience working in the region is required;

  • Proven understanding of security management protocols essential;

  • Demonstrated ability to solve challenging and complicated security issues wit and applied outcome;

  • Ability to develop in-depth understanding of and willingness to comply with all Creative security policies and procedures;

  • Should have a proven and established network of contacts within the local security establishment and throughout Tunisia, with background in either military and / or police services;

  • Ability to draw information from a broad range of sources and provide concise and timely analysis and recommendations;

  • Demonstrated ability to engage all team members as resources to manage security and contextual awareness in a manner that is proactive;

  • Fluency in French and Arabic is required, English proficiency preferred.
