Background

The Libya Economic Acceleration Project (LEAP/Aqfuz) is a newly awarded USAID program implemented by Chemonics International. The goal of the program is to promote inclusive private sector-led growth throughout southern Libya, increasing economic resilience while putting new future opportunities in reach for a diverse group of stakeholders. LEAP/Aqfuz will enhance entrepreneurship skills, provide firm-level assistance, provide technical and vocational training, and strengthen the capacity of business development service providers.

Purpose

The objective of the Security Manager (SM) position is to develop security protocols for LEAP related operations and keep project teams informed with up-to-date local information that affects security procedures and day-to-day operations. S/he will be responsible for building and enhancing strategic relationships with relevant Libyan stakeholders, including developing relationships with local security professionals, NGO/IP security managers, and security forces. The SM must be exceptionally familiar with Libyan security dynamics and operating environment. S/he must also be able work with and coordinate with various stakeholders in country and in the Chemonics corporate office, while demonstrating sound judgment and a high level of discretion.

The Security Manager will be located in Sabha and reports to the Chief of Party.

Responsibilities

Security Networking, information collection, and assessments

  • Establish relationships with national/local law enforcement, civil authorities, government ministries and development organizations to obtain the most current information affecting the safety and security of Chemonics programs in Libya and liaise with such entities in support of staff safety and security.
  • Conduct and maintain dynamic risk assessments of the project’s main areas of operation.
  • Develop a broad and comprehensive information capability and risk analysis, share with project leadership for the purposes of supporting the safety of program activities and staff.
  • Compile and disseminate timely and accurate safety and security updates, recommendations for changes in posture or activities, and other relevant information to relevant project stakeholders.

Safety & security policies and procedures

  • Provide security guidance for office selections and any other sites as determined by project operational requirements
  • Establish and maintain written standard operating procedures (SOP) for project offices in coordination with project leadership on topics including but not limited to, COVID-19 safety, access control, loss prevention, and visitor procedures,
  • Responsible for ensuring appropriate usage of safety equipment, IT infrastructure security, and other relevant systems to ensure optimal safe handling and training.
  • Establish and maintain journey management SOPs for all project-related travel inside Libya.
  • Establish and maintain an emergency preparedness and contingency plan for project operations.

Qualifications

  • Libyan citizen/resident required;
  • Bachelor’s degree or equivalent demonstrated experience (industrial/commercial security or military) required;
  • Three or more years’ experience in management and oversight of security platforms that were implemented in high-threat countries and utilized low-profile techniques;
  • Proven expertise in Libyan security issues, including current threat environment, security policy/regulations, key actors, risk assessment, and best practices;
  • Experience providing security oversight to an international donor program desirable;
  • Demonstrated ability to generate and leverage network connections in high threat countries to promote an accurate understanding of risk and strengthen knowledge of country context;
  • Well-connected with local authorities, and possessing a high ability to build strategic relationships and expand network;
  • Ability to report to and coordinate with multiple stakeholders, both internal and external;
  • Experience in training staff on safety and security measures;
  • Excellent written and oral communication and interpersonal skills;
  • Demonstrated working knowledge of MS Word, MS Excel and other basic computer applications;
  • Fluency in English and Arabic is required.
