Background:

Welthungerhilfe is a private, non-profitmaking, politically independent, and non-denominational organization that supports people living in deprivation and poverty, irrespective of the color of their skin, their religious beliefs, or their worldview. WHH is working in the fields of development cooperation and humanitarian aid, relief aid, rehabilitation, and reconstruction.

Welthungerhilfe operates inside Syria since 2017 remotely from the regional office in Gaziantep/Turkey through implementing partners. WHH implements projects directly inside Syria since 2018, as well.

Welthungerhilfe set up an office in A’zaz, Syria in 2018 in order to start direct implementation of projects in the fields of emergency response humanitarian, and relief aid. Ever since, Welthungerhilfe has distributed food baskets, food&hygiene and agricultural vouchers in the IDP camps in A’zaz. Welthungerhilfe aims to sustain the humanitarian aid projects and increase the resilience of IDPs in the region.

Description of duties:

Under the direct supervision of the Syria security manager/officer, the Security assistant provides efficient and effective support to WHH activities, staff and assets in the Syria office; in particular:

Reporting/Information gathering and sharing

  • Establish and maintain a network of security contacts including (but not limited to) Local Authorities /specifically police, military and local government where appropriate), UN, NGOs, and Civil Society Groups.
  • Write WHH security reports/updates as requested by immediate supervisor.
  • Update the Incident tracking database for Syria when necessary and share “lessons learnt”
  • Ensure Incident Reports are written correctly and submitted in a timely manner.

Representation

  • Attend and actively participate in all relevant external meetings in the area.
  • Attend and actively participate in WHH internal meetings as required.

Support to program/projects

  • Conduct regular field security monitoring visits to existing WHH project locations.
  • Conduct field/location security assessments to potential needs in the project areas and make security-related recommendations.
  • Perform basic security and safety training to staff, to include first aid and use of fire extinguishers.

Policies and Procedures

  • Help in draft and review of security and safety related SOPs and policy documents.
  • Help in maintain up to date Context Analysis and Risk Matrix

Vehicle Safety and Movement Control

  • Ensure vehicles have appropriate equipment.
  • Ensure vehicles are appropriate for conditions.
  • Ensure drivers have appropriate security and safety related training.
  • Perform monitoring of field trips with regular communications checks.
  • Ensure safe havens and medical facilities are identified on all routes used by staff.

Facilities Security

  • Ensure WHH offices are appropriately secured, and international staff housing meets minimum standards.
  • Establish and maintain key- and access control protocols
  • Ensure that firefighting equipment is well maintained, and staff trained on its use.
  • Ensure safe room is designated and hibernation stock is in place
  • Any other relevant duties as requested by the immediate supervisor.

Qualification Required:

Education: Bachelor’s Degree or relevant vocational training

Working experience: Minimum 3 years of working experience with an INGO/NGO.

Skills: A detailed understanding of security, political, socio-economic and cultural context of Syria (especially multiple non-state and state armed actors’ control of different areas)

Personality requirements: Ability to integrate in a transcultural team, hardworking, good communication skills, ability to motivate and develop skills of others, attentive to detail, co-operative, ability to work calmly under difficult and sometimes stressful conditions, availability to spend good part of working time on the field

Language Skills: Fluent English and Arabic (Written and spoken) are required. Proven report skills in the English language and the ability to provide analysis on the security context is an asset. Turkish would be an added advantage.
