Context:

As part of its support to the Government of Belgium, IOM assists with the establishment and management of accommodation centres for persons seeking international protection in Belgium. This support spans from the establishment of accommodation centres where needed to the day-to-day operations of the centre.

Core Functions / Responsibilities:

Under the direct supervision of the Centre Manager, the Security and Safety Focal Point will support in effectively implementing all appropriate security management procedures, related to the safety and security of IOM staff, Beneficiaries, and the protection of IOM assets in the mission. He/She will be inter alia responsible for:

  1. Primarily support the Centre Manager in all tactical, operational, and strategic security matters that impact IOM’s staff safety and security, IOM’s operations and programs in the Accommodation Centre;
  2. Assist with the networking and collaboration with other International Organizations and Agencies. In coordination with the Centre Manager, may liaise with Governmental Institutions working in the security management field, to ensure that appropriate lines of communication are established and well maintained relating to all aspects of staff security and safety;
  3. In coordination with IOM Belgium Security Focal Point, support in maintaining a close working relationship with United Nations Department of Safety and Security (UNDSS) personnel in country office. Further, familiarize him/herself with the UNDSS Field Security Handbook;
  4. Report security and safety issues on a daily, weekly and monthly basis;
  5. Conduct of required security assessments/evaluations, threat analysis, and risk assessments and offer appropriate recommendations for review and final approval;
  6. Develop and implement evacuation/emergency security plans for all Accommodation Centres after acquiring the related approval;
  7. Prepare and deliver mandatory security briefings to newly recruited staff members;
  8. Preparation and delivery of security briefings for Centre Manager and IOM staff about actual security situation when required to do so;
  9. Working in rotating shifts including weekends;
  10. Perform other such duties as assigned.

Required Qualifications and Experience

Education

  • High School Diploma with, at least, three (3) years of work experience;

OR

  • Bachelor’s Degree with one (1) year of related work experience.

Experience and skills

  • At least three (3) years of related work experience.
  • Experience working in security management, law enforcement or military disciplines is a pre-requisite, preferably with international experience;
  • Background working with refugees or migrants will be a distinct advantage;
  • Progressive experience in a similar function;
  • Experience working in international organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage;
  • Strong interpersonal and communication skills in a multi-cultural setting;
  • Strong work ethics and commitment to humanitarian principles;
  • Computer literacy in standard software applications.

Languages

Fluency in English and French/Dutch (oral and written). Working knowledge of Arabic, Farsi and/or Pashto is an advantage.
