The Revenue Mobilisation, Investment and Trade (REMIT) is a 39-months (2021 – 2025) programme funded by the UK’s Foreign, Commonwealth and Development Office (FCDO) and is implemented by Adam Smith International (ASI). The programme provides technical assistance (TA) to Pakistan with a broader objective to implement reforms for strengthening macroeconomic stability and improving conditions for high and sustained growth, mutual prosperity, job creation and poverty reduction. The programme works towards supporting the Government of Pakistan, its relevant ministries, institutions, and departments to strengthen revenue mobilisation reforms/initiatives, address investment environment challenges, facilitate trade and drive competitiveness by reducing trade barriers, and improve the macroeconomic policy and its management.

REMIT aims to develop and implement a robust Data Governance Policy for FBR that will govern the security, privacy, and integrity of sensitive tax data. The activity is planned in two phases: the first focuses on the policy’s development, and the second involves its implementation.

Job Summary

The Security Analyst will be at the forefront of developing and reinforcing data governance and security protocols. This position demands a strategic approach to enhance FBR’s data handling practices. The Analyst will be responsible for analysing existing systems, developing a comprehensive data governance framework, and formulating an effective policy to secure and manage data assets. The role involves close collaboration with various FBR departments to ensure seamless implementation and adherence to the policy. The expertise of the Security Analyst will be crucial in training staff, monitoring policy compliance, and continuously improving data security measures to meet evolving challenges in data governance.Top of Form

Duties and Responsibilities

  • Evaluate and analyse FBR’s current data governance and security systems to identify areas of improvement.
  • Perform gap analysis to identify and mitigate potential security risks and vulnerabilities.
  • Design and develop a comprehensive Data Governance Framework in line with industry standards.
  • Draft, refine, and formalise a Data Governance Policy guided by the established framework.
  • Plan and oversee the phased implementation of the Data Governance and Security Policy across FBR.
  • Conduct training sessions and awareness programs for FBR field staff on the implementation of data governance practices.
  • Collaborate with internal stakeholders within FBR to ensure policy integration and adherence across departments.

Qualifications and Experience:

  • Master’s degree in Computer Science
  • At least 2 years of experience as a Security Analyst
  • Portfolio of multiple projects/products delivered to clients
  • Skilled in Python, HTML/CSS, C/C++, JAVA, PHP
  • Familiarity with security frameworks and developer tools
  • Past experience working with reputable national or international organisations.

Reporting

The “Security Analyst” will report to the Senior Data Science and Information Security Expert, REMIT and Tax Lead, REMIT.

Level of Effort (LOE)

The level of effort for this assignment is around 54 days across 3 months.
