The World Bank Group’s portfolio in Cameroon comprises 21 national operations in various sectors financed by IDA, the Global Environment Facility, and trust funds, with a net commitment of roughly $2.9 billion.

Nine out of ten regions of Cameroon are impacted by three complex and protracted humanitarian crises caused by continuous violence in the Lake Chad basin and in the North-West (NW) and South-West (SW) regions, and the presence of refugees from the Central African Republic (CAR) in the eastern regions (East, Adamawa and North). Cameroon currently hosts more than 420,000 refugees from CAR and Nigeria and more than 1.1 million internally displaced persons. Humanitarian needs are compounded by structural development deficits and chronic vulnerabilities that further challenge the long-term recovery of affected people.

These dynamics and the fluidity of the situation in conflict-affected regions have serious implications for the WBG operations. The current security and access challenges have led to the inability of development actors, including the WB, and the government of Cameroon to effectively implement projects in areas with active conflicts such as in the NW, SW, and Far North regions. Overlapping challenges exist in terms of ensuring that WBG-funded projects are conflict-sensitive and grounded on the principle of Do No Harm to address the underlying root causes of the conflict while strengthening the capacities of local and national government actors to address structural vulnerabilities, including poverty, and promote local development. To seek to find relevant solutions, the Cameroon country office has established a Conflict Engagement Platform (CEP) whose core members include the office management, the Operations Team and staff from various relevant units (FCV, SSI, Security, Procurement, Legal, External affairs, Program leaders and others) The Platform is run by a Core Secretariat composed of the Operations team; SSI and FCV.

General

The position of Short-Term Consultant (STC) Security Analyst is based in the World Bank Country Office in Yaounde, Cameroon. The incumbent while working with SSI GP will report to the members of the CEP and Country Office management, providing security support in the following areas: a) security data collection and analysis; b) security risk assessment and management review; c) security awareness; d) contingency planning; e) analysis of operational engagement in conflict-affected regions and capacity building/training.

Roles & Responsibility:

  1. Update the Security Due Diligence Assessment (SDA) every year and prepare, as need may arise, thematic and/or area-based access analyses and operational notes, analyzing trends and risks to specific WB-funded operations
  2. Compile and disseminate security related lessons learned and best practices from implemented operations with the Country team
  3. Collect, monitor, compile and report intelligence and advise CEP/country team on geo/security/political developments including incidents and trends impacting humanitarian and development crises nationwide
  4. Provide technical security advice to CEP members on WB-funded operations in conflict-affected regions in collaboration with the WB Security specialist
  5. Liaise with Project Implementation Units (PIU) security officers (if any), host government security and law enforcement officials as appropriate and with security advisors for diplomatic/international organizations to gather knowledge of security risks
  6. Provide support to PIUs and World Bank project teams in project security risks assessment and mitigation through Security Management Plans (SMP)
  7. Facilitate capacity building/training on security issues and “do no harm” principles

Outputs:

  1. Annual updates of the SDA
  2. Monthly reports on security incidents and risks in conflict affected areas with links to WB operations
  3. Sections /inputs provided to operational documents elaborated by teams to inform/advice on Security management
  4. Preparation and delivery of capacity building sessions on relevant topics as advised by CEP and management

Selection Criteria:

The selected candidate must have:

  • At least 5 years of relevant experience in security management, preferably with an international/local organization or bilateral/multilateral donor in conflict-affected regions.
  • In-depth knowledge of the development of security policies and procedures consistent with operations in a high-risk environment; a general understanding of threat mitigation and high-risk operations
  • Knowledge of conflict drivers; political and security related context in conflict-affected regions, especially the Far North, Northwest, and Southwest regions of Cameroon
  • Proven experience in Risk Mitigation and Security Management – Can conduct a risk assessment and develop recommendations for security, risk mitigation programs, and procedures with operations in a high-risk environment
  • Experience advising and briefing senior leaders in development/international organizations
  • Strong writing and demonstrated capability to produce high quality analysis, to develop and deliver written and visual products on a timely basis, often on short notice, and to shift areas of focus quickly
  • Demonstrated ability to establish networks of contacts for the identification of analytical topics and collection of relevant data (including geospatial data); a strong multi-source analytical capability; and a solid capacity to engage different stakeholders across the humanitarian and security sectors
  • Master’s degree in Security Studies, Risk Management, or another relevant field
  • Fluent in French and English (with ability to write adequately in one of the two)
  • Proficiency in Microsoft Windows applications, namely, Excel, Word, and PowerPoint

Timeline & Contracting Terms:

This is a short-term local consultancy position limited to a maximum of 190 days in any given fiscal year (FY) dependent on the World Bank’s needs and demonstrated positive perfromance.
