Introduction

DRC has been active in Jordan since 2003 where it first responded to the Iraqi refugee crisis. Since mid-2012, DRC has been active in a multi-sector Syrian crisis response with operations in Ma’an, Karak, Amman, Irbid, Madaba and Mafraq governorates as well as the Azraq Refugee Camp. DRC has provided direct assistance to Syrian refugees through distribution of emergency and recurring cash assistance, winterization assistance, and specialized protection and livelihood-based support. DRC has also established referral network with local CBOs, INGOs and UN agencies in its areas of operations to facilitate access to services to the most vulnerable. DRC has also setup community centers in its area of intervention to serve both Jordanians and refugees and work towards improved social cohesion and integration of refugee and host communities.

RYSE “Employment and Market Systems Assessment in Jordan” identified six market sectors and subsectors that can provide stable, safe career opportunities for youth and refugees, including both wage-employment as well as self-employment (home-based, freelance, and entrepreneurship). The six sectors identified with the lens of gender and nationality are: Tech-enabled and ICT, Hospitality and Tourism, Food Processing and Agribusiness, Solar Energy, Textile and Apparel Manufacturing, and Car Maintenance, which were thoroughly studied, with a focus on recruitment trends, procedures, and preferences.

The goal of this consultancy is to identify key regulatory, policy, and legal frameworks which act as enablers or barriers for youth and women’s employment in these sectors and Syrian refugees more generally in link with the results of RYSE labor market assessment study; initiate dialogue with key stakeholders and sectors representatives to prioritize key enablers and barriers (including identifying those that are cross-cutting sectors); and set recommendations to move forward. Additionally, develop clear action points for further analysis of the top 5-6 priority policies reforms.(full details are found in the terns of reference)
