This Opportunity:

The goal of the USAID E4 Activity is to increase employment and jobs through increased productivity and competitiveness. The theory of change is: “For the number of jobs to increase, businesses must grow; and for businesses to grow, constraints preventing growth must be removed.” Following this logic, Palladium focuses on removing obstacles to growth at the firm level and works to develop skills identified by employers and entrepreneurial expertise. Additionally, Palladium works to address legal and regulatory constraints determined to be significant inhibitors of firm growth. These efforts result in the creation of new firms, the growth of existing firms, and new job creation.

Work performed under the E4 IDIQ is divided into three components:

  • Component 1: Enterprises – Fostering Competitive Industries
  • Component 2: Employment – Developing a Capable Workforce and Entrepreneurship
  • Component 3: Enabling Environments – Creating Conditions for Jobs and Investment

The Future Growth Initiative (FGI) Task Order increases the competitiveness of the target industries to provide jobs and incomes for Central Asia’s growing workforce, propelling the region toward self-reliance. FGI transforms market systems in ways that help high-potential firms and sectors grow, foster market linkages to match the demand for workforce skills with training offered to youth and women, link entrepreneurs to high-growth markets, and build more business- and worker-friendly policy environments and institutions to sustain private sector-driven growth.

  • Light Manufacturing (Carpets, Leather, and Handicrafts)

Company and Sector Overview

The demand for rigid plastic packaging is expected to grow across all regions in the medium term. One of the drivers of this growth is the ongoing increase in the use of plastic as a substitute for glass and metal, as plastic is a lighter and more cost-effective solution, more importantly, eco-friendly, and easier to recycle.

Halk Hazyna Economic Society (ES) positions itself as a leading company in Turkmenistan in the packaging industry. The company specializes in processing polymer raw materials and converting them into high-quality, attractive, and safe food packaging products.

Halk Hazyna ES has been in business for more than four years now. The company has made capital investments and successfully installed the plastic packaging production line during this period. The management team has developed international business relations and attended sector-specific exhibitions, including those in Uzbekistan, one of the company’s target export markets.

In 2021, with FGI’s support, the company staff underwent rigorous and intensive training, which helped improve the employees’ qualifications and product quality and increase sales. After completing the training, Halk Hazyna promoted some workers to Operator positions and some operators to Shift Manager positions. As a result of the improved product quality, the company started to export its products to Ukraine, Turkey, Georgia, Russia, and Uzbekistan.

Halk Hazyna’s mission statement is to produce and provide lightweight, eco-friendly, and innovative packaging solutions for the food industry and ultimately become a leading, global packaging company in the CIS region. By providing domestic and overseas food producers with high-quality products, Halk Hazyna contributes to the betterment of the local and international community.

Reporting and Supervision:

Consultant will report to the Palladium Home Office and Turkmenistan personnel and closely coordinate efforts with Halk Hazyna ES. The assignment duration will be between April 2022-July2022.

Primary Duties and Responsibilities:

Following the successful completion of the six-month EXTRUSION & THERMOFORMING PROCESS TRAINING in July 2021, Halk Hazyna decided to implement the SAP Business One ERP system to automate business operations. As the company grows fast each year, Halk Hazyna needs to monitor resources, sales, and other performance indicators efficiently. The successful integration of the ERP system will streamline the company’s entire operation, enabling the company to focus on making decisions that will generate greater profits.

To ensure a successful implementation of the SAP Business One ERP system, Halk Hazyna will need a powerful server, an SAP license, and, most importantly, an experienced consultant.

The specific tasks of the Consultant will consist of:

  • Conducting requirements gathering, identifying and analyzing client’s current business processes, and mapping them to SAP Business One processes. The outcome will include two documents; Requirements Specification and Configuration Specifications. The Requirements Specification document will focus on the following:

  • Production of plastic cups Including the production Bill of materials; items, machines, personnel, production orders, production with routing, resource capacities and allocations, managing and reuse of by-product and additional quantity, production accounting.

  • Organization structure and branches

  • Financial module and cost centers

  • Marketing and sales modules

  • Materials planning and purchasing modules

  • Other necessary modules and scope

  • Clearly defining project scope and internal project stakeholders by relating the tasks required to the time taken to deliver results.

  • Configuration of SAP Business One to meet the client’s business requirements.

  • Data migration and report writing.

  • Provision of training to selected office and production plant personnel

  • The Consultant will deliver a final report on the project, including training sessions and evaluation results.

Key Competencies Required:

  • At least 10 years of work experience in information technology and information system.
  • At least 1 recommendation letter from an SAP Business One customer.
  • At least 2 years experience in an ERP implementation role, preferably with SAP Business One.
  • Experience in requirement specification and scope documents.
  • Experience in project management.
  • Excellent oral and written communication skills.
  • Fluency in spoken and written English is required.
