CARE seeks a Private Sector and Market Development Lead for the anticipated USAID-funded Financing Climate Resilient Sanitation Systems and Services (SANIFIN) award in Haiti. This procurement is expected to be a five-year cooperative agreement in the $5-$12M range. SANIFIN goals include: increasing earned revenue and profitability of sanitation services; increasing household and service provider access to financing for sanitation services; improved quality, equity, and resilience of sanitation products and services; and increased availability and sustainable management of safe sanitation for underserved households in Haiti. Strategic Objective 1 (SO1) of SANIFIN is focused on strengthening the enabling environment, including the management and financial viability of sanitation service providers and utilities in Haiti. In line with USAID NPI objectives, SANIFIN will work to increase localization, achieve sustainable and resilient results, and catalyze more effective partnering for impact. The procurement is expected to be awarded in July 2022. This position is subject to project award and funding. This position is open to Haitian nationals, diaspora, and international candidates. This position is anticipated to be based in Les Cayes or Cap Haitien.

CARE seeks applicants for one Sanitation Private Sector and Market Development Lead to support the SANIFIN project. Under the guidance of the Chief of Party, the Private Sector and Market Development Lead will be responsible for strategic vision and leadership for SO1, including inclusive governance, financial, and capacity strengthening approaches targeting sanitation service providers and authorities. They will provide technical and supervisory leadership on relevant assessments, program design, implementation, adaptation, and learning, with the SO1 goal of strengthening the management and financial viability of sanitation service providers. They will provide input to project advisors and partners to meet objectives and program quality standards, and they will lead implementation, iteration, and learning associated with all SO1 components.

Together with the SANIFIN Chief of Party and Senior Management Team members, they will develop and update the project strategy, workplans, budgets, learning initiatives, and coordination mechanisms. They will work closely with service providers, local authorities, and municipalities in Haiti. The Lead is expected to mentor and build the capacity of project staff.

The SANIFIN Private Sector and Market Development Lead will be responsible and accountable for ensuring that services defined within the donor-approved scope are delivered, including the following programmatic and supervisory responsibilities:

  • Serve as the technical and thought lead on developing the private sector and market ecosystem of the sanitation sector in Haiti, including linking the private sector with relevant government stakeholders, and climate- and shock-resilience approaches to utility management and planning.
  • Ensure that relevant global and local best practice and innovation related to sanitation governance, enabling environment, and private sector development are shared and integrated into SANIFIN design, implementation, and learning, including equity focused solutions that increase access to women, youth, and marginalized groups.
  • Supervise and work in a spirit of collaboration and mentoring with junior-, mid-, and senior-level SANIFIN colleagues to develop, implement, and learn from approaches aimed at achieving SO1 objectives (e.g. technical resources, field tools, SOPs, case studies, learning pieces).
  • Alongside other project technical leads, support assessments and benchmarking of performance and financial capacity strengthening needs in the SANIFIN geographic area.
  • Lead subsequent development of new contracting and business models, tools, and incentive structures.
  • Work in close coordination with sanitation private sector actors along the value chain and relevant government stakeholders.
  • Maintain currency with local political trends and shocks in Haiti that may impact SANIFIN approaches and outcomes; develop contingency plans and approaches for ensuring continuity of approaches for SO1 in the event of shocks or emergencies.
  • Provide technical support and strengthen capacities of program teams and partners (public, private, non-profit) to ensure project activities are effectively delivered and continually improved.
  • Ensure strong linkages and integration with other program components and activities.

Required Skills:

  • A Master’s degree in a relevant field (e.g., economics, finance, business, engineering, public or utility administration, or other field closely related to SANIFIN SO1). Additional years of experience may be substituted for a Master’s degree.
  • Minimum eight years of progressive experience in relevant positions, preferably in Haiti and/or the Caribbean region. At least two years of progressive senior management experience, including prior experience managing staff.
  • Demonstrated understanding, technical experience, and track record in fields relevant to SANIFIN private sector development and enabling environment objectives.
  • Demonstrated experience with developing public-private-partnerships (PPPs) with strong experience in governance and regulatory reform.
  • Ability to build relationships with public and private sector actors and quickly establish credibility and relevance.
  • Ability to build relationships with and navigate government agencies to identify and work effectively with key decisions makers.
  • Strong skills in planning and organization, partnership, influencing and networking, and collaborative problem solving. Proven ability of mentoring and coaching.
  • Strong project management and budgeting skills. Strong oral and written communication skills.
  • Understanding of principles of participation, gender equity, women’s empowerment, and youth engagement. Demonstrated commitment to principles of Gender Equity, Diversity, and Inclusion, as evidenced in previous management positions and programming. Demonstrated commitment to PSEAH (Prevention of Sexual Exploitation and Harassment).
  • French proficiency (written and spoken) is required. Professional proficiency in English (written and spoken) is also required. Knowledge of Haitian Creole is preferred or with willingness to learn Haitian Creole.
  • Ability to travel routinely within Haiti as required and as security conditions allow.

Additional, Preferred Qualifications:

  • Familiarity or experience with the sanitation value chain, sanitation products and services, and/or life cycle sanitation financing.
  • Experience in both development and emergency/humanitarian programming, ideally with prior experience with programming in shock- and conflict-prone contexts preferred.
  • Familiarity and experience engaging communities, private sector, national and local government on issues related to sanitation services.
  • Strong familiarity with USAID collaborating, learning, and adapting (CLA) principles and approaches preferred.
  • Experience with monitoring, evaluation, and learning (MEAL) systems, analysis, and/or reporting is preferred.
