Episcopal Migration Ministries is one of nine national refugee agencies that provides refugee resettlement services and support through a network of local affiliates across the U.S. Since the 1980s, EMM has resettled over 100,000 individuals.

Consultant Position

EMM is seeking a Safety & Security Consultant to conduct a risk assessment of all EMM local affiliates, develop and operationalize a strategic approach for affiliate risk management programs, and provide individualized security training and support. The preferred candidate has a demonstrated interest in security management and risk analysis, emergency operations, as well as, ideally, professional experience in resettlement and/or humanitarian contexts. They work as part of a team delivering best practices in safety and security risk management in support of RA programs, affiliates, and leadership across the United States. The Safety & Security Consultant will report to the Senior Communications Manager.

Principal Responsibilities

  • Conduct threat and vulnerability assessments.
  • Provide technical support to build agency safety and security risk management capacity, in support of the mission.
  • Develop security management procedures and policies in coordination with programs and organizational leadership.
  • Conduct safety and security risk management planning and corresponding training with relevant staff.
  • Develop a process for emergency communications/notification.
  • Track incidents and recommend mitigation measures
  • Support with incident response and crisis management as needed.
  • Engages with law enforcement and other key stakeholders.
  • Ability to travel to local EMM affiliates

Qualifications:

  • Undergraduate degree. Master’s degree preferred.
  • A minimum of 5 years in security management.
  • Proven experience in emergency operations.
  • Formal security management training.
  • Knowledge of risk assessment and security management planning.
  • Experience in site assessments required.
  • Experience as a trainer a plus.
  • Understanding of humanitarian principles and their application in humanitarian security risk management; for those without humanitarian experience, training on the history of humanitarianism and the humanitarian principles is required.
  • Proven ability to work within a multi-cultural, multi-ethnic team.
  • Strong computer skills in MS Office, internet, and email applications; strong report writing, analytical and interpersonal skills.

The consultant will complete all work in a six-month time-frame. Compensation is $30,000 and includes travel costs.
