Deliverables: As RL, for each of the mentioned construction projects the Consultant shall provide and update the following documents within five working days before the commencement day of the relevant construction works: – Schedule and duration of works and work phases that take place simultaneously or at different times in compliance with the general safety principles and measures as per Art. 15 of D.LGS. No. 81, dated 09 April 2008 and latest amendments; – Affidavit report confirming the verification of the technical-professional suitability of contractors and self-employed workers according to their functions and in compliance with the procedures set out in ANNEX XVII of D.LGS. No. 81, dated 09 April 2008 and latest amendments; – Affidavit report concerning the “uomini-giorno” which is the assumed total number of working days in a given construction site. – Contractors self-statement concerning the average annual workforce grouped per qualification/skills; – Official employees’ registration in: o the National Institute of Social Welfare (INPS) o the National Institute for Work Accident Insurance at Work (INAIL); and o the Building Constructor Funds (Casse Edili); – Self-declaration concerning the collective labor agreement stipulated by the representative trade union organizations which are mainly diffused among the employees; – Transmit the following documents to the competent offices before the commencement of construction works: o Copy of the “preliminary notification” (notifica preliminare) as per Art. 99 of D.LGS. No. 81, dated 09 April 2008 and latest amendments; o The Italian “Contractors Personnel Contribution Regularity Statement” (DURC – Documento Unico di Regolarità Contributiva), and o A statement certifying the verification of any needed document as per above points 1.4 and 1.5. As CSP, for each of the mentioned construction projects the Consultant shall prepare and submit the following documents within five working days before the commencement day of the relevant construction works: – “Safety Coordination Plan” as per Art. 91, para 1, letter a. of the D.LGS. No. 81, dated 09 April 2008 and latest amendments. For additional details, please refer to Annex XV to and Art. 100, para 1 of D.LGS. No. 81, dated 09 April 2008 and latest amendments; – “Dossier suitable for the characteristics of the works” as per Article 91, para 1, letter b. of D.LGS. No. 81, dated 09 April 2008 and latest amendments. For additional details, please refer to Annex XVI to D.LGS. No. 81, dated 09 April 2008 and latest amendments; – Risk assessment in the case of unexploded devices found during excavation work on a construction site, if it occurs. As CSE, for each of the mentioned construction projects the Consultant shall: – Verify, coordinate and control the fulfilment of contractors and self-employed workers’ provisions contained in the “Safety Coordination Plan” and the relevant work procedures by carrying out minimum 36 site inspections; – Verify the suitability of the contractors’ “Safety Operational Plan” (Piano Operativo di Sicurezza) which are complementary documents of the Safety Coordination Plan by certifying them in writing; – Ensure the consistency of and/or alignment of the “Safety Operational Plans” to both the “Safety Coordination Plan” and the “Dossier suitable for the characteristics of the works” by certifying them in writing; – Schedule and conduct monthly meetings with the Contractors’ Safety Representatives to: o Organize and promote the cooperation and coordination of contractors and self-employed workers’ activities as well as their mutual information sharing; o Verify the implementation of the trade union organizations’ agreements; o Coordinate the Labor Safety Representatives to improve the on-site safety; – Informing the UNGSC Representatives regarding any non-compliance with the “Safety Coordination Plan” and/or Art. 94, 95, 96 and 97, para 1, of D.LGS. No. 81, dated 09 April 2008 and latest amendments. When necessary, the Consultant shall propose the suspension of works, the expulsion of the companies or self-employed workers from the construction site or the termination of the contract; – When serious and imminent danger is noticed, the Consultant shall suspend the specific activities until the needed changes are carried out by the contractors involved.

Duties and Responsibilities

The United Nations Global Service Centre (UNGSC) provides critical Supply Chain, Geospatial Information and Telecommunications Technologies services and training to all Peacekeeping and Special Political Missions around the world as well as to other UN Offices, Agencies Funds and Program. This position is located in the Technical Cell of Campus Support Unit, within the Central Service (CS), at the UNGSC, Brindisi, Italy. The incumbent reports to and works under the supervision of the Chief Campus Support Unit. The Technical Cell of Campus Support Unit is responsible for the maintenance of GSC facilities and is seeking for a qualified Consultant to be employed as: – “Responsabile dei lavori” (RL) as per Art. 90 of the D.LGS. No. 81, dated 09 April 2008 and latest amendments; – “Coordinatore in materia di sicurezza e di salute durante la progettazione dell’opera” (CSP) as per Art. 91 of the D.LGS. No. 81, dated 09 April 2008 and latest amendments; – “Coordinatore in materia di sicurezza e di salute durante la realizzazione dell’opera” (CSE) as per Art. 92 of the D.LGS. No. 81, dated 09 April 2008 and latest amendments; – “Direttore dei Lavori” for the following construction projects: 1. Asphalt works at the UNGSC. 2. Plaster and Painting works at various Bldgs. at the UNGSC. 3. Installation of doors and windows at various Bldgs. at the UNGSC. 4. Roofing at various Bldgs. at the UNGSC. 5. Construction, replacement and repair of concrete slab, pavements, infrastructure assets, sidewalk, and other similar surfaces at various Bldgs. at the UNGSC. 6. Provision and installation of photovoltaic systems at Bldg. 281 and 282 at the UNGSC. 7. Replacement of centralized HVAC system at Bldg. 92/228 ground floor. 8. Implementation of OHS recommendations at various Bldgs. at the UNGSC. The incumbent will be responsible to perform the following duties: 1. As RL, the consultant’s duties and responsibilities include but are not limited to: 1.1. Complying with the general safety principles and measures as per Art. 15 of D.LGS. No. 81, dated 09 April 2008 and latest amendments. In particular, the consultant shall fulfil these terms, when 1.1.1. Architectural, technical and organizational choices are made. In this regard, the consultant shall properly schedule works and/or work phases that take place simultaneously or at different times; 1.1.2. Estimating the works or works phases durations. 1.2. Taking into account and complying with the following documents: 1.2.1. “Safety Coordination Plan” (Piano di sicurezza e coordinamento) as per Art. 91, para 1, letter a. of D.LGS. No. 81, dated 09 April 2008 and latest amendments; 1.2.2. “Dossier suitable for the characteristics of the works” (Fascicolo adattato alle caratteristiche dell’opera) as per Article 91, para 1, letter b. of D.LGS. No. 81, dated 09 April 2008 and latest amendments; 1.3. Informing contractors, subcontractors and self-employed workers of the safety coordinator’s details during the two phases, design and execution phase. The name shall also be shown in the construction site sign. 1.4. Verifying the technical-professional suitability of contractors and self-employed workers according to their functions and in compliance with the procedures set out in ANNEX XVII of D.LGS. No. 81, dated 09 April 2008 and latest amendments. 1.5. Collecting and recording the following documents: 1.5.1. Contractors self-statement concerning the average annual workforce grouped per qualification/skills; 1.5.2. Official employees’ registration in: 1.5.2.1. the National Institute of Social Welfare (INPS) 1.5.2.2. the National Institute for Work Accident Insurance at Work (INAIL); and 1.5.2.3. the Building Constructor Funds (Casse Edili); 1.5.3. Self-declaration concerning the collective labor agreement stipulated by the representative trade union organizations which are mainly diffused among the employees. 1.6. Transmitting the following documents to the competent offices before the commencement of construction works: 1.6.1. Preparing and delivering the following documents to the UNGSC Representatives: 2.1.1. “Safety Coordination Plan” as per Art. 91, para 1, letter a. of the D.LGS. No. 81, dated 09 April 2008 and latest amendments. For additional details, please refer to Annex XV to and Art. 100, para 1 of D.LGS. No. 81, dated 09 April 2008 and latest amendments; 2.1.2. “Dossier suitable for the characteristics of the works” as per Article 91, para 1, letter b. of D.LGS. No. 81, dated 09 April 2008 and latest amendments. For additional details, please refer to Annex XVI to D.LGS. No. 81, dated 09 April 2008 and latest amendments; 2.1.3. Risk assessment in the case of unexploded devices found during excavation work on a construction site, if it occurs. 2.2. Coordinating the implementation of all instructions assigned to the RL as per above point 1.1. 3. As CSE, the consultant’s duties and responsibilities include but are not limited to: 3.1. Verifying, coordinating and controlling the fulfilment of contractors and self-employed workers’ provisions contained in the “Safety Coordination Plan” and the relevant work procedures; 3.2. Verifying the suitability of the contractors’ “Safety Operational Plan” (Piano Operativo di Sicurezza) which are complementary documents of the Safety Coordination Plan; 3.3. Ensuring the consistency of and/or alignment of the “Safety Operational Plans” to both the “Safety Coordination Plan” and the “Dossier suitable for the characteristics of the works”. This shall be done taking into account the progress of the works and any occurred changes, evaluating the proposals of the contractors to improve on-site safety, verifying the implementation of the prescriptions and verifying the revision of all “Safety Operational Plans”, when needed; 3.4. Organizing and promoting the cooperation and coordination of contractors and self-employed workers’ activities as well as their mutual information sharing; 3.5. Verifying the implementation of the trade union organizations’ agreements; 3.6. Coordinating the Labor Safety Representatives to improve the on-site safety; 3.7. Informing the UNGSC Representatives regarding any non-compliance with the “Safety Coordination Plan” and/or Art. 94, 95, 96 and 97, para 1, of D.LGS. No. 81, dated 09 April 2008 and latest amendments. When necessary, the Consultant shall propose the suspension of works, the expulsion of the companies or self-employed workers from the construction site or the termination of the contract; 3.8. When serious and imminent danger is noticed, the Consultant shall suspend the specific activities until the needed changes are carried out by the contractors involved. 4. Other tasks: 4.1. Delivering inspection reports; 4.2. Scheduling and conduction of monthly meetings with the UNGSC Occupational Health and Safety Unit; 4.3. Delivering minutes of monthly meetings with the UNGSC Occupational Health and Safety Unit; 4.4. Organizing monthly meetings with Contractors’ Safety Representatives; 4.5. Delivering minutes of monthly meetings with Contractors’ Safety Representatives.

Qualifications/special skills

– Advanced University Degree in Engineering, Architecture, Geology, Agriculture or Forestry is required; – A first-level degree in Engineering or Architecture with two additional years of relevant work experience may be accepted in lieu of the advanced university degree; – A High School Diploma in Surveyor, Industry, or Agriculture with three additional years of relevant working experience may be accepted in lieu of the advanced university degree. – A minimum of 1 year (with one of the above-listed Advanced University Degrees) of continuous working experience as “Coordinatore in materia di sicurezza e di salute durante la progettazione e/o la realizzazione dell’opera” as per Art. 91 and 92 of D.LGS. No. 81, dated 09 April 2008 and latest amendments, is required; or – A minimum of 2 years (with one of the above-listed first-level Degrees) of continuous working experience as “Coordinatore in materia di sicurezza e di salute durante la progettazione e/o la realizzazione dell’opera” as per Art. 91 and 92 of D.LGS. No. 81, dated 09 April 2008 and latest amendments, is required; or – A minimum of 3 years (with one of the above-listed High School Diplomas) of continuous working experience as “Coordinatore in materia di sicurezza e di salute durante la progettazione e/o la realizzazione dell’opera” as per Art. 91 and 92 of D.LGS. No. 81, dated 09 April 2008 and latest amendments, is required. Enrollment in the respective Italian Professional Board is required. Certificate of attendance to specific quinquennial refresher 40-hours course, to be carried out also by means of different modules over the five-year period for a total duration of 40 hours, is required. Certificate of attendance, with the final exam for “Training course for coordinator for safety and health at the project preparation stage and at the project execution stage according to the minimum requirements set out into Annex XIV of D.lgs. 81/2008” – “Corso di Formazione per l’Esercizio Professionale di Coordinatore per la Progettazione e per l’Esecuzione dei Lavori (art. 98 c. 2 D.lgs. 81/2008) della durata di 120 ore articolato secondo i contenuti dell’allegato XIV del D.lgs. 81/2008” is required.
