The Opportunity

TThe NWS Safety and Security Coordinator position is a unique and professionally challenging role. Working within one of non-accessible areas of Syria for direct implementation, this position offers the selected candidate unprecedented opportunity to support the implementation expansion and maintenance of partners operations in a context currently at the heart of world politics, and all with a capable and committed team.
Working for the HoO, with direct support from the SSD, the positions requires the management of kinetic and non-kinetic risk across a portfolio of partner led programmes in order to enable Access. The successful candidate will require to contextually adapt and then implement SCI Global safety and security standards and policy in a dynamic and complex context.

The Safety and Security Coordinator will have direct communication line with partner’s security focal points and LHA teams, whose role encompasses both traditional INGO safety and security management as well as various liaison and negotiation tasks that are critical to operating in NWS.

In order to be successful you will bring/have:

Required

* 3 years of experience in Security Management, including international experience.
* Excellent interpersonal skills with the ability to communicate at all levels, establish information and security networks, and coordinate with country authorities, donors, International Organisations and local NGOs.
* Experience of working in hostile environments.
* Self-motivated with the ability to work autonomously in a highly stressful and challenging environment, balancing between multiple competing priorities.
* Proven ability to undertake Security Risk assessments.
* Ability to formulate and communicate analysis of a changing security environment.
* Proven skills in concise and succinct report writing.
* Willingness and ability to dramatically change work practices and hours, and work with incoming surge teams.
* An ability to be flexible and demonstrate a high-level of interpersonal and cross-cultural skills including the ability to build collaborative relationships internally and externally with sensitivity to cultural, ethnic, social and political issues
* Proven knowledge of MS office applications and IT literacy and capacity to learn and use other packages.
* Fluent in English (written and spoken).
* Commitment to the aims and principles of Save the Children. In particular, a good understanding of the Save the Children mandate and child focus and an ability to ensure this continues to underpin all aspects of the job. Commitment to Save the Children child protection policy. Ability to articulate humanitarian principles as a basis for ensuring access.

Desirable

* Previous experience as an NGO Security Lead.
* Experience in designing and delivering Training.
* Operational experience in post war / disaster affected environments with NGO, military, police or other background.
* Additional language(s) – ideally Arabic or Turkish.

Key Areas of Responsibility:

Safety and Security Management

* Ensure information / analysis led security decisions are made and communicated with CMT.
* Sit as a member of the core management team (CMT) for NWS
* Lead in the development and maintenance of a ‘security culture’ within SCI NWS
* Ensure compliance with SCI S&S related policy and standards
* Track the visits and make sure that incoming visitors receive on time induction for S&S
* Develop and take ownership of core SCI S&S documents
* Develop and enhance Standard Operating Procedures (SOPs) and monitor compliance by staff.
* Manage the S&S budget.
* Ensure completion and approval of TARS for staff that are travelling within Turkey.
* Ensure efficient and timely movement of security information within NWS and to the SRO SSD.
* Ensure Security risk management is in place at all levels and within all departments
* Provide day-to-day Safety and Security Management, and assurance, including: situation monitoring, information sharing and reporting, implementing mitigation measures, reporting, and evaluation.
* Conduct, update, and compile reports on humanitarian Security assessments of field areas, distribution sites, and facilities.
* Work with the team to maintain the communications tree and conduct drills.
* Investigate, follow-up, and report on incidents, ensuring consistent communication with designated staff.

Humanitarian Access

* Report to the HoO and Security Manager daily on the changing security situation and context through detailed collection and verification of information.
* Coordinate with law enforcement agencies, other INGOs, and government sectors, as requested.
* External representation: attend Access group meetings and any other coordination meetings as appointed by the HoO or equivalent

Contextual understanding and reporting

* Develop, maintain and hold the security contextual picture / understanding of NWS
* Build and maintain networks for information sharing and coordination among other INGOs, local authorities, partners and other actors.
* Maintain oversight of the operational, security and cultural context in NWS, and advise other departments on contextual factors.
* Compile and write regular advisory and analytical reports for both internal and external audiences.
* Ensure timely and accurate reporting of all incidents affecting SCI in NWS. Lead on lessons learned exercises with Partners following incidents or near misses.
* Collect and compile weekly report on local information relative to SCI areas of operation.

Capacity Building & Team Management

* Support the NW Syria TL to implement routine and special staff learning / training
* Build, maintain, resource and develop the Partners security focal points
* Ensure all required S&S training are undertaken by staff & where required develop and deliver training
* Undertake assessments of partner security management capacity and develop capacity building plans and proposals for them

Crisis Management

* Ensure effective incident management capacity for the team
* Support with Incident/Crisis Management as required.
* Develop, maintain and ensure the effectiveness of NWS Hibernation, Relocation, and Evacuation Plans.
* Ensure effective medical evacuation systems are in place

Other

* Other projects as defined by the Line Manager.
* Be prepared to varying day to day activities and work pattern/hours in humanitarian response situations.
* Position holder may be required to outside of normal duties and working hours during emergency responses.

We offer a competitive package in the context of the sector at the pay-grade of the position, transportation allowance as per relevant internal policy and 20 days of annual leave per year.

Position holder will be based in Gaziantep, therefore legal right to work in Turkey is necessary at the time of applicaton.
