POSITION SUMMARY:

HIAS Kenya seeks to recruit a Safety and Security Coordinator who will be responsible for developing and implementing safety and security policies and procedures in the organization. The incumbent will also be responsible for providing guidance on safeguarding of the organization’s assets, managing and maintaining safety and security of staff and clients.

ESSENTIAL FUNCTIONS:

· Monitor, evaluate and report safety and security risk management, travel security and Duty of Care application and adherence of policy, standards and processes.

· Facilitate the implementation of Safety and Security policies and guidelines at the country level.

· Ensure operational plans and budgets reflect responsibilities for staff management, training, support, security and well-being.

· Create a positive security profile and ensure that security planning becomes an integral part of day-to-day operations.

· Participate in development of safety and security policies/protocols, monitoring tools and security information management system for the organization

· Secure premises and personnel by patrolling property; monitoring surveillance equipment; inspecting buildings, equipment, and access points every week

· Ensuring that staff members and clients operate within an environment consistent with the required minimum safety and security standards.

· On-going monitoring of the political, social, economic and military situation, identifying trends relevant to the security situation.

· Monitor staff and vehicle movements in areas of operations in a bid to ensure safety and security.

· Ensure contracted security guards adhere to HIAS’ security policy and procedures

· Organize and disseminate relevant information on safety and security to staff and provide an opportunity for staff to share security-related concerns

· Monitor all safety and security concerns and ensure timely response, intervention and resolution

· Maintain organization’s stability and reputation by complying with legal requirements as pertains workplace safety

· Perform regular security assessments and physical survey of HIAS’ offices/ areas of operation and submit reports with recommendations

· Chair HIAS’ Kenya Safety and Security Committee and organize meetings that address concerns over safety and security

· Represent the organization appropriately in meetings with agencies and stakeholders on matters related to Safety and Security.

· Develop and maintain an updated list of appropriate police jurisdiction contacts.

· Manage a security related budget to ensures prudent utilization and effective monitoring of the same.

· Ensure that all individuals understand personal responsibilities for their own safety.

· Facilitate security plans according to HIAS standards and use established processes, forms and templates.

· Develop and conduct training and drills that support security awareness, standard operating procedures, contingency plans and emergency response.

· Conduct safety and security risk assessments and treatment solutions on an ongoing basis.

· Provide regular security updates and briefings to staff, including briefing of visitors and new staff on-boarding processes.

· Maintain development and compliance records and communicate compliance to the Country Director and HQ Safety & Security.

· Conduct site-specific safety and security assessments for HIAS offices, and other program locations and advise on new site locations.

· Coordinate with other team members to ensure staff know how to identify health risks, how to protect against illness, injury and stress, and how to obtain proper support or medical treatment; lend support to HR on staff welfare issues as requested.

· Ensure operational plans and budgets reflect responsibilities for staff management, training, support, security and well-being.

· Perform any other duty as required.

Training and Advisory

· Strengthen security awareness and skills of all staff.

· Support the integration of security into the operations so that administration and programs are strengthened and not hindered.

· Engage and collaborate with leadership and programs to strengthen stakeholder acceptance approach and actions.

· Active participation and regular coordination with the country senior leadership team.

· Work with senior leadership team on their security and duty of care role, and assist them to integrate safety and security into every area of operations.

· Represent HIAS externally and in inter-agency forums, and where security forums do not exist, create them.

Threat and incident management at the country-level

· Communicate foreseeable and present security threats to staff and leadership, and use escalation protocols and procedures.

· Create country level Incident Management Plan (IMP) in coordination with HIAS HQ Safety and Security Department. Once the IMP is created, be responsible to train staff on their responsibilities in a crisis incident.

· Ensure threats that could impact HIAS country operations or personnel are being formally communicated accurately, succinctly and timely to leadership, staff and the HIAS HQ ELT.

· Lead on incident information management during a critical event and keep current all notes, logs, and information.

· Encourage and train staff and supervisors to actively report threats and incidents.

· Report and update incidents using the established protocols.

· Conduct incident data analysis and share the information with country leadership and HQ Safety and Security Department

QUALIFICATIONS & REQUIREMENTS:

Education

· Bachelor’s Degree in Either; Criminology, Safety and Security Studies, or Military Science from a recognized University or Institution of higher learning.

Experience

· Minimum of 5 years’ experience in Safety and Security in humanitarian field

· Certification by Directorate of Occupational Health and Safety is an added advantage

· Experience working with the Kenya Police, Armed Forces or any other disciplined force is an added advantage

Skills

· Computer literacy and good use of Microsoft Office applications

· Excellent command of written and spoken English

· Good communication, planning and organizing skills

· Knowledge in security assessments, evaluation and analysis processes

· Ability to manage and maintain high level integrity & confidentiality

· Ability to work in a fast paced environment with minimum supervision

· Ability to resolve conflicts.

· Knowledge in AAP

· Knowledge in PSEA
