The Program

The Australia Awards Papua New Guinea (AAPNG) Facility is designed to promote knowledge, leadership and enduring ties between Australia and Papua New Guinea (PNG). It aims to build knowledge and skills to address PNG’s economic and development challenges through international scholarships to Australia and scholarships in PNG.

It offers the next generation of leaders in Papua New Guinea opportunities to acquire professional and technical knowledge and skills relevant to the priorities of the Government of PNG. The program ensures opportunities are provided for women, people with disabilities and people from rural and remote locations. The program supports alumni to use their skills, knowledge and networks to drive change and innovation.

AAPNG includes three study options:

  • Australia Award Scholarships for Papua New Guineans to undertake long-term study in Australia, primarily at the postgraduate level;
  • Australia Awards Short Course Awards for Papua New Guineans to undertake short-term professional development study in Australia or PNG, often receiving an Australian qualification; and
  • Australia Awards In-PNG Scholarships for Papua New Guineans to undertake long-term study in PNG to meet critical workforce gaps.

As a further extension of these scholarships, the AAPNG Facility supports the PNGAus Partnership Secondary Schools Initiative which connects Australia and Papua New Guinea’s students, teachers and principals to build capability and deepen people-to-people links to underpin the enduring partnership between Australia and PNG.

The AAPNG Facility also facilitates the PNGAus Partnerships for higher education which involves projects that develop partnerships between Papua New Guinean and Australian higher education institutions to strengthen PNG institutions’ capacity in teaching, learning and research in alignment with the Government of PNG’s higher education reform agenda.

To deliver Australia Awards outcomes, AAPNG has six stream activities: Australia Awards; PNG and Pacific Awards; Short Course Awards; Alumni Engagement; Secondary Schools; and Higher Education. AAPNG is managed by Tetra Tech International Development, on behalf of the Australian Government.

The Position

The Safeguards Specialist will be responsible for providing high-level technical advice to Leadership of the Program relating to child protection (CP) and preventing sexual exploitation, abuse and harassment (PSEAH) and gender, equality, disability and social inclusion (GEDSI).

This will include promoting best practice principles, strategies and practices related to advancing child protection, PSEAH and promoting gender equity and social inclusion within the program, as well as supporting the capacity development of teams within our partner tertiary institutions and secondary schools.

Skills and Experience

  • Tertiary qualification(s) in social work, gender, psychology, international development, or related field
  • Extensive professional experience in gender equity, disability, and social inclusion (GEDSI), child protection and family sexual violence programming
  • Experience providing advice and designing initiatives regarding GEDSI strategies and plans for international development programs in the Pacific region
  • Practical knowledge of the different approaches for protection work (integration and mainstreaming)
  • An understanding of PSEAH and GEDSI related issues faced in PNG
  • Ability to effectively analyse risks related to the safeguarding of vulnerable individuals
  • Demonstrated capability to develop and deliver GEDSI training to a range of stakeholders
  • Experience applying DFAT’s CP and PSEAH policy with key stakeholder groups
  • Demonstrated capacity to interact and influence various stakeholders in a complex cross-cultural environment
  • Strong analytical and report writing skills

  • An ability to navigate, confront and discuss sensitive issues with respect, diplomacy and care
  • Able to work autonomously and meet competing deadlines
  • Strong coordination skills with an ability to seamlessly work across multiple priorities simultaneously
