Job Tittle: Safeguarding Technical Adviser

ROLE PURPOSE:

The Safeguarding Technical Advisor will lead the technical expertise, support and advise of the Save the Children Global Safeguarding Protocol and Core Operational Safeguarding Activities (COSA) within Save the Children Romania. The Safeguarding Advisor will be responsible for supporting all systems and processes relating to the safety of children and adults impacted by Save the Children’s operations or programming in accordance with the strategy and risk management plan developed with the Save the Children Romania and the Regional Safeguarding Director. Responsibilities include support and consultation to safeguarding managers, officers, focal points, and other functional team leaders to promote prevention, training & awareness, reporting and response systems. This role may include responsibilities for conducting investigations and case management. As the Response in Romania works closely with government agencies and other stakeholders, especially those responsible for the care of Ukrainian refugee children and other vulnerable groups, the Safeguarding TA will work together with Save the Children Romania and the Child Protection Team in promoting and strengthening the safeguarding mechanisms within these critical stakeholders.

The Safeguarding Advisor will collaborate with key stakeholders, including functional leads, and support additional safeguarding roles in the country to operationalize the COSA for the presenting context within the country. The Safeguarding Advisor will be available to provide technical guidance on risks and mitigations, support across all technical roles and advise on the implementation of safeguarding practices in line with the Global Protocol and COSA. In addition, the Safeguarding Advisor, in collaboration with the ESLrT, will nurture and grow a safeguarding culture in which all staff, volunteers and partners understand and assume responsibility for contributing to a safe and healthy organization.

KEY AREAS OF ACCOUNTABILITY:

Prevention

Culture & Leadership

  • Support operational and programming teams in the prioritization of safeguarding across all operational and programmatic activities.

  • Ensure and monitor that resourcing & budgeting for safeguarding activities based on size and scale of programs and risk portfolio is sufficient and escalate to Regional Safeguarding Director, as needed.

  • Support in the implementation of the strategic safeguarding plan for [country/countries] and implementation of safeguarding measures based upon the safeguarding risk assessment. This includes advising all relevant systems and providing routine updates during ESLT meetings.

  • Provide technical support to operational and programmatic teams to integrate the Core Operational Safeguarding Activities (COSA) into response implementation and monitoring plans.

  • Support to ensure a gender-balanced team of safeguarding managers, officers and/or focal points to support and guide colleagues in the mainstreaming of safeguarding and the management of daily safeguarding activities.

  • Safeguarding Systems

  • Support to standardize processes to socialize and sensitize staff, volunteers and partners to the relevant safeguarding policies, procedures, systems and practices while ensuring full integration across all projects, programs and activities. The standardization of processes applies but is not limited to Safer Recruitment, Safer Programming and Safer Partnerships standards.

  • Support to assess the processes and provide direction to safeguarding manager(s), officer(s) and focal point(s) as needed to improve performance in safeguarding activities across operational and programming activities.

  • Ensure all agency systems and processes relating to child safety are comprehensive and

  • Provide technical support in the development of the Romania’s Emergency Preparedness Plan (EPP).

  • Provide technical advise and capacity building support to partners of Save the Children Romania in building their own safeguarding systems in institutions and other places that care for vulnerable children

  • Project & Proposal Development

  • Provide technical support for project and proposal design. This includes making sure specific safeguarding activities to reduce risk, meet donor requirements and consider safeguarding processes costs (e.g., Safer Recruitment, Safer Programming and Safer Programming) are incorporated in the proposal.

  • Develop a plan, inclusive of a budget, for designing, developing and creating any posters, signs or documents for public display in the local language(s).

  • Continuous Improvement & Learning

  • Develop and implement Safeguarding Community Engagement strategy reflective of the needs of the community and in line with the Save the Children Community Engagement model.

  • Support in the review and evaluation of reported incidents or the lack of reporting to determine system improvements and additional safeguarding measures to reduce the likelihood of repeat occurrences by providing technical knowledge and insights into factors that may contribute to reporting, underreporting or non-reporting.

  • Conduct mapping of legal and survivor support services, in collaboration with Legal, PDQ and MEAL, to ensure that there is an understanding of the legislative, cultural, traditional and social structures – including legal protections and community-based services available for survivor- and after-care, and align with international standards and protocols.

  • Capacity Building

  • Support in the delivery of contextualized safeguarding induction for all new staff, including volunteers, to introduce prevention, detection, intervention, reporting and responding responsibilities. This includes providing clarity on risks and mitigation approaches.

  • Provide technical assistance to develop a capacity building plan by which all staff, volunteers and partners will have the opportunity for continuous learning about the intersectionality of identities and the vulnerabilities that it creates for children and adults in vulnerable contexts. There should be special attention to ensure that gender, disability and any local issues that may heighten risk (e.g., racial, cultural or tribal tensions or conflict, etc.) are fully considered and a part of all safeguarding strategies, plans and risk assessments.

  • Foster an environment in which safeguarding managers, officers and focal points can continuously learn about social inequities and root causes that may lead to critical or serious incidents like sexual exploitation, abuse and harassment, and encourage critically thinking and engagement to challenge and disrupt indifferent or harmful organizational attitudes that can perpetuate harm or stagnate change.

  • QUALIFICATIONS AND EXPERIENCE:

  • 7+ years in Safeguarding, Humanitarian Response and/or Human Services Protection work (e.g., social worker, gender, etc.)

  • Strategic planning and risk management is strongly desired

  • Undergraduate or Master’s in Social work Gender, Child Protection, Child Rights, Human Rights, Humanitarian Action, Anthropology, Development, Conflict or related degree

  • Essential

  • 5+ years of experience of child and adult safeguarding, PSEAH, Survivor support, or experience in a similar field such as child/human trafficking, gender equality, social work-children’s services/child protection, SGBV.

  • Experience of leading and building the capacity of a team-transferring knowledge and skills to others.

  • Experience in managing and responding to Safeguarding reports, including serious incidents including, SEAH of children and adults.

  • Experience of supporting victims and survivors and setting up referral pathways.

  • Excellent communication skills with proven experience in writing/editing briefing documents, monitoring reports and investigation reports.

  • Proven attention to detail.

  • Excellent interpersonal, verbal and written communication skills in order to deal tactfully and sensitively with a wide range of people in a large organization, very often at a distance.

  • Good team member skills, including the ability to be part of and organize, support, co-ordinate and develop a small team of focal points.

  • Experience in designing and delivering training or workshops to diverse stakeholders.

  • Ability to manage stress and demonstrate flexibility to work through difficult work issues.

  • Strong verbal and written communication skills in English.

  • Commitment to and understanding of child rights, as well as of Save the Children’s aims, values and principles.

  • Ability to take a proactive approach to problem solving and make recommendations on best approaches for implementing continuous improvement initiatives.
