Position Title: Safeguarding Senior Project Officer

Department: Safeguarding Unit

Compensation Band: 8

Reports to: Safeguarding Program Manager

Country/Location: CRS Maadi Office, Egypt

Background

The CRS Egypt country program (CP) began in 1956 at the invitation of the Egyptian president Nasser by providing relief assistance to the victims of the Suez War. Over the following few decades, CRS Egypt moved from large-scale food relief to long-term poverty alleviation and development programs. CRS Egypt works in a wide variety of areas within the development field.

Currently, CRS Egypt has three main programs: education assistance program and livelihoods program for refugee support, and local partnership. Projects under these programs range from the provision of technical assistance and capacity building to partners, promoting gender equity, peace and tolerance, educational grants for refugees and assistance to refugee community schools, and technical support and start-up funds for refugee and vulnerable Egyptian entrepreneurs. Additional programming includes Emergency Preparedness and Response projects that arise as needed. The Operations department, supported by a regional Management Quality unit, ensures the country program develops and maintains the highest level of operational standards.

CRS Egypt currently holds a main office in Maadi, Cairo, with activities in Greater Cairo, Upper Egypt and the North Coast.

The Safeguarding Team supports these programs by systematically ensuring the safety, dignity, and meaningful access of CRS project beneficiaries is protected and that CRS activities do not unintentionally increase beneficiaries’ exposure to protection risks. As part of this, the Safeguarding team implements preventive measures to ensure CRS beneficiaries as well as staff are protected from harassment, exploitation, and abuse. As the CRS Egypt Country Program has over ten partners and directly serves over 60,000 beneficiaries a year, managing these safeguarding initiatives requires substantial full-time.

Job Summary:

The Senior Project Officer will lead CRS Safeguarding initiatives to ensure safety, dignity, and meaningful access of all CRS projects’ beneficiaries through working and coordinating with the CRS different projects and CRS’ partner staff. Your coordination and management skills will ensure that CRS safeguarding initiatives and standards are integrated into CRS programs and services.

Job Roles and Responsibilities:

  • Organize and lead the implementation of all assigned safeguarding activities in line with CRS program quality principles and standards, donor requirements, and good practices.
  • Support compliance with CRS safeguarding requirements by ensuring that policies best practices are integrated into the projects’ activities.
  • Coordinate and oversee working relationships with all local partner focal points and work on safeguarding capacity building of partners to ensure compliance.
  • Build capacity of CRS staff, partners, vendors, and consults, on CRS Safeguarding Policy. Support other capacity building efforts related to safeguarding practices as it is integrated into the programs’ activities.
  • Monitor and report any challenges and/or gaps identified to the implementation and integration of Safeguarding activities. Assist partners in their efforts to reflect on their implementation experiences.
  • Supervise and perform ad-hoc reviews of various processes and resources at project sites to ensure timely safeguarding activities implementation and adherence to established process standards and procedures.
  • Support and coordinate capacity building and technical support activities to ensure CRS projects’ activities are implemented per CRS Safeguarding guidelines and standards.
  • Ensure the documentation of safeguarding activities is complete with all required documents and is filed per agency and donor requirements. Assist with preparation of trends analysis reports and documentation of case studies and promising practices.
  • Effectively manage talent and supervise. Manage team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, contribute to the recruitment process of project staff, and complete performance management for direct reports.
  • Support compliance with agency and donor MEAL requirements. Provide input to MEAL system design and review discussions.
  • Support, when needed, with safeguarding reports from partner organizations and service providers.
  • Contribute to simple analyses and reflective discussions on ongoing monitoring data. Contribute initial findings and implementation-based insights to project discussions.

Any other related duties, as assigned.

Basic Qualifications:

Education and Experience

  • Bachelor’s degree in education, international development, or a related field
  • Minimum of four years of work experience in project management; experience in the field of education and at an NGO is a plus (additional education may substitute for some experience)
  • Experience in participatory action planning, community/stakeholder engagement, and project implementation
  • Facilitation/ Training experience and content creation experience.
  • Staff supervision experience
  • Experience analyzing data and contributing to evaluation reports
  • Experience in MS Office package (Excel, Word, PowerPoint) and information management systems; proficient in Word

  • Good relationship management skills and the ability to work closely with local partners and community members

Required Languages: Excellent command of English and Arabic.

Travel Required: Job requires approximately 20% travel to field (defined as outside of Cairo metropolitan area, including Upper and Lower Egypt) to implement and assist partners and follow up on projects. More frequent travel required to sites within Cairo metropolitan area.

Safeguarding Policy:

Vaccination Requirement

CRS is committed to the health and safety of all program participants and staff. Staff must be vaccinated against COVID-19 as of December 1, 2021 or registered in the national registry and awaiting their first appointment. Confirmation of vaccination status will be required to undertake work with CRS as of December 1, 2021.

Internal: All CRS Egypt country staff, specifically programming team, human resources team, and administrative and procurement team.

External: Community members, implementing partners, and projects’ beneficiaries
