DEPARTMENT PURPOSE:

The Operations Department provides efficient and safe operational functions and support, grounded in Feminist Principles that enable Oxfam International to play its role of effectively convening thought leadership and standard setting in the Oxfam Confederation.

TEAM PURPOSE:

To ensure that Oxfam continues to be a safe, accountable, and feminist organisation, safeguarding is integrated in all aspects of our work. A global safeguarding network has been established to lead, strengthen and drive the Confederation’s safeguarding work. Oxfam International’s Safeguarding team forms part of and leads this network, to ensure that confederation-wide safeguarding policies, procedures, tools, standards and training materials are in place. The team further coordinates, aligns and ensures the consistent delivery of Oxfam’s safeguarding commitments across Oxfam activities to create an environment free from abuse, exploitation and neglect.

JOB PURPOSE:

The post-holder will specifically manage Oxfam’s ongoing efforts to develop and review One-Oxfam safeguarding policies and procedures. The other main purpose of the role is to raise awareness, build capacity and improve safeguarding practices by leading a fit-for-purpose global safeguarding Learning andDevelopment (L&D) strategy and implementation plan.Both aspects have a strong focus on ongoing engagement and communication with the safeguarding network and other key internal and external stakeholders.

KEY STAKEHOLDERS

Oi Safeguarding team members, Safeguarding Leads, Global and Regional Safeguarding Advisors, Safeguarding Focal Points, Country and Regional platforms, HR and IT colleagues.

KEY RESPONSIBILITIES (Technical, Leadership, Project Management)

Safeguarding policies and procedures

  • Develop and review One-Oxfam safeguarding policies and procedures to ensure that they are of a high standard in line with international safeguarding best practice and legal obligations.
  • Consistently engage with the wider safeguarding network and other key internal and external stakeholders in order to translate operational issues into policy themes and safeguarding messages.
  • Scope and analyse available safeguarding resources, data, trends, audit findings and other feedback to guide safeguarding policy decisions and inform strategic direction.
  • Collaboratively manage the portfolio of existing safeguarding policies and procedures to ensure they are regularly reviewed and appropriately linked to other existing documents across the Oxfam confederation.

Safeguarding Learning and Development

  • Develop and coordinate the delivery of high quality and relevant safeguarding training material tailored to a wide variety of audiences (leaders, staff, partners, communities etc.). This specifically includes the management of Oxfam’s all-staff online safeguarding courses as well as other training of trainers, webinars, online resources, and modular training materials.
  • Monitor and provide regular impact reports on the activities on training, capacity building and learning in coordination with the safeguarding network.
  • Provide expert advice and support to the Oxfam confederation to contribute to ongoing and high-quality safeguarding Learning and Development initiatives.

Communication, engagement and influencing

  • Manage and implement an up-to-date safeguarding communication plan with consistent key messages across the confederation, particularly in relation to newly developed and reviewed safeguarding material and key international safeguarding thematic days, an internal newsletter, and our online communication platforms.
  • Actively network and engage with internal and external stakeholders in order to shape and influence decision making around safeguarding, learning and development investments, planning and prioritisation.

– Demonstrated experience working on (safeguarding) policy or process development in large and complex organisations within an international context;
– Demonstrated experience of having managed and developed (safeguarding) training and learning activities to diverse and large audiences.
Demonstrated ability to be self-motivated and work independently with a high degree of professionalism, to achieve objectives, as well as work collaboratively within a team;
Demonstrated ability to develop effective professional networks with a range of peers within an organisation, and externally, in order to influence, progress an agenda, ensure relevance and best practice, and make an impact;
Excellent communication skills, including excellent written and spoken English, and demonstrated ability to produce professional materials, communication and written reports.

Desirable
Ability to speak another language (Spanish, French, Arabic) in addition to English.
– Experience engaging with communities and local partners on Safeguarding related topics.
– Experience working in regional and country offices in the development or humanitarian sectors.
