The Safeguarding Capacity Development Advisor will provide strategic technical assistance, as well as capacity development support for the specific activities of the RSH Core Team, and the Poland National Hub in particular on a continual basis. The Safeguarding Capacity Development Advisor will also be responsible for line managing our National Representatives in Poland, Moldova and Romania, and potentially in Ukraine.

Remuneration Package:

£55,000 – £85,000 (depending on experience) for UK-based candidates. Local pay scales apply to hub countries.

About the RSH EE Programme

In February 2022 Russia invaded Ukraine. As a result, millions of primarily women, children and elderly people were internally displaced or fled to neighbouring countries. In April 2022 the Disasters Emergency Committee (DEC) provided funding to Social Development Direct to set up a Safeguarding Resource and Support Hub (RSH) in Eastern Europe (EE) based on the existing proven model. The RSH EE has a central team, based in London, and national hubs in Moldova, Poland and Romania, led by National Representatives based in these countries. A feasibility study for the establishment of an additional hub in Ukraine is currently in development.

The RSH EE aims to support organisations in strengthening their safeguarding policies and practice against all forms of harm.

We understand safeguarding to mean:

  • Protection from sexual exploitation and abuse (PSEA).
  • Violence against children that staff/volunteers and contractors may perpetrate (child safeguarding).
  • Sexual harassment, bullying and all other forms of violence where these are perpetrated by staff/volunteers and contractors.
  • Discrimination due to racism or sexual identity and/or orientation where these are perpetrated by staff/volunteers and contractors.
  • Harm caused by organisations and staff due to lack of safeguards implemented across their operations and programme implementation, such as poor data collection practices.

The main priority audience for RSH EE is local civil society in Poland, Romania and Moldova, particularly those that are less-resourced and less familiar with the concepts and terminology around safeguarding.

The RSH EE Programme Strategy envisages a number of ways in which to build the capacity of local civil society as follows:

  • Tailored training and training of trainers
  • E-learning
  • A mentorship programme
  • A resource library of written materials
  • Webinars and podcasts to develop a community of practice
  • A Help Desk for local civil society

MAIN DUTIES AND RESPONSIBILITIES

  1. To provide capacity development support to achieve the implementation of the RSH Programme Strategy.

The Safeguarding Capacity Development Advisor will spend 50% of their time supporting on the different activities outlined above in line with the overall RSH EE Work Plan and as delegated by the Safeguarding Technical Advisor and the Regional Lead.

  1. To provide technical assistance, guidance and oversight to the Poland National Representative.

20% of the time of the Capacity Development Advisor will be spent as a technical back-stop and sounding board to the Poland National Representative, in order to orient and guide them on the technical aspects of their work plan, and to ensure it remains aligned with the RSH EE Programme Strategy.

Person Specification

Essential:

  • Expert on PSEA/GBV/Protection issues
  • At least 7 years of relevant experience for example on safeguarding, GBV, child protection, gender and social inclusion
  • Previous experience of supporting and/or building the capacity of local civil society
  • Previous experience of developing materials and training for local civil society audiences
  • Strong writing and analysis skills
  • Fluent in English
  • Good writing skills in English
  • Desirable:
  • Expert on PSEA/GBV/Protection issues in the region
  • Experience of working in emergency and/or conflict settings
  • Fluent in Polish, Ukrainian, Russian and Romanian

Years of experience: 7-10
