Introduction:

The Meeting Targets and Maintaining HIV Epidemic Control (EpiC) Project in Thailand is part of global actions to eliminate the HIV epidemic. The project is funded by USAID and managed by FHI 360. It commits to accelerating ending the HIV epidemic in Thailand and to improve the quality of life of people living with HIV (PLHIV). The project provides necessary services to key populations, including men who have sex with men, male sex workers, and transgender women through a reach-recruit-test-treat-prevent-retain (RRTTPR) approach and utilizes online intervention, social media, and telehealth services, to reach out key populations. Testing and treatment, anti-retroviral treatment (ART), and Pre-Exposure Prophylaxis are offered through community-based organizations. The project is carried out in 10 provinces/5 of non-governmental organizations in Thailand.

Generally, safeguarding refers to policies and measures adopted by the humanitarian and development organizations to ensure that participants/beneficiaries of the programs as well as staff members or volunteers working with the programs do not experience harm and maltreatment throughout the course of implementation. Safeguarding is a new concept for many non-organizations (NGOs), government organizations (GOs), and civil society organizations (CSOs) in Thailand. Some organizations may already have safeguarding policies in place, but they have limited awareness, knowledge, and skills in handling problems. Some organizations lack complaints-handling mechanisms and monitoring systems to ensure all parties involved in their project are safe from sexual harassment, exploitation, and abuse.

Considering the aforesaid challenges, there is a pressing need to implement FHI 360 existing policies with respect to safeguarding in the EpiC project in Thailand in order to shield key-population clients and staff working with the partner organizations from Sexual Harassment, Exploitation abuse (SHEA) in the workplace. FHI 360 is also interested in supporting capacity building for the NGOs to improve their policies and practices, including mechanisms in handling SHEA cases to meet international standards and appropriate to each organizational context.

Contents:

  • Capacity building and training focusing on sexual harassment, exploitation, and abuse (SHEA) in workplace for staff of 5 partner organizations.
  • Capacity Building and Trainings supporting a policy review process and safeguarding protocol and procedure development for 5 partner organizations safeguarding team.
  • Summary findings and updates of each organization supported in English/and Thai for reference and documentation.

Deliverables:

  1. Review existing safeguarding policies, laws, regulations, best practices as well as existing training modules.
  2. Develop a training module and process for raising awareness and changing attitudes through safeguarding knowledge and responsive skills.
  3. Two-days staff capacity building session.
  4. One-day capacity building session for safeguarding team (a team comprises representatives from staff, volunteers, and management personnel) to support a policy review process and safeguarding protocol and procedure development.
  5. Update and fine-tune the training modules and process for raising awareness and changing attitudes through safeguarding knowledge and responsive skills.
  6. Conduct pre and post training assessment research.
  7. Provide coaching and mentoring on developing safeguarding policy, protocol, and code of conducts.
  8. Provide summary findings and updates of each organization’s progress in English/and Thai for reference and documentation.
