CORE

The Safeguarding Advisor will oversee the day-to-day operations of CORE’s Safeguarding program and activities to support the humanitarian crises in the Ukraine. Based in Poland, this individual will be responsible for providing technical support, programmatic guidance and implementation in the areas of Gender Based Violence in Emergencies (GBVE), Prevention of Sexual Exploitation and Abuse (PSEA) and Trafficking in Persons (TIPs); Child Safeguarding, Mental Health and Psychosocial Support (MHPSS); as well as local partnership building and capacity reinforcement toward a relevant, efficient and sustainable response. The Safeguarding Advisor will serve as CORE’s representative in appropriate cluster discussions and planning on safeguarding related issues to ensure that CORE’s organizational position and program priorities are considered and integrated in overall safeguarding agenda setting for the Ukraine response.

Program Management Responsibilities:

  • Establish program plans and related systems to meet the program’s objectives; and Ensure protection mainstreaming across CORE Ukraine Response in Poland
  • Build the capacity of local staff and partners to deliver awareness-raising activities on priority protection risks identified, and establish a relevant referral system ( service providers) for the refugee population
  • Provide technical guidance and operational support to local partners on CORE safeguarding policies, including the whistleblowing policy toward a safe environment for all
  • Develop and coordinate outreach activities within shelters to provide the refugee population with relevant information on protection risks, services available to them, protection mechanisms in place and how to access them
  • Organize field assessment and monitoring and evaluation of program activities as needed and ensure that protection concerns are addressed with due regard to standard protection principles
  • Coordinate safeguarding technical experts as needed
  • Participate in internal program planning discussions to provide technical guidance, advice, and support for the development of proposals, budgets and concept notes as needed; and to mainstream protection across CORE’s Ukraine response
  • Support Human resources with safeguarding staff recruitment ( draft job descriptions, conduct interviews, orient new staff)
  • Manage CORE safeguarding program sub-grantees
  • Draft sitreps and reports and other program specific information program materials, as needed

Gender Based Violence in Emergencies Responsibilities:

  • Develop and maintain strategic partnerships with local GBV and MHPSS partners toward building appropriate context-friendly assistance and referral system for the refugees.
  • Undertake field visits to assess GBV program progress to identify programmatic challenges and constraints, and develop appropriate response
  • Support the strengthening of safeguarding response capacity of local stakeholders/partners on GBV/SEA prevention, through best practices approaches toward sustainable program results Networking, Partnership building and Coordination
  • Proactively build and strengthen strategic partnerships through networking with local government, donors, NGOs within the protection sector to leverage these partnerships toward greater assistance for the refugees
  • Develop and disseminate safeguarding communication and information materials for awareness and fundraising needs
  • Actively participate in Protection cluster and sub-clusters to ensure information sharing, coordination of interventions and liaise with UN and NGO partners, and share any issues of relevance and/or priorities, concern related to the Ukraine response. Grants Management and Reporting
  • Manage and oversee the safeguarding program budget and procurement planning
  • Prepare internal and external reports within agreed deadlines, including financial reports using CORE and donor formats, as required.
  • Ensuring effective implementation of M&E systems throughout the lifetime of the project.

Qualifications:

  • University degree in business in international development or related technical field (e.g., public health, social work, human rights, etc.) or equivalent work experience within the field of safeguarding or protection.
  • Minimum of five years of professional experience in safeguarding, including PSEA, GBV, child protection, social work in emergency setting required.
  • Experience in both development and humanitarian contexts is considered an added advantage, particularly in refugee camp settings.
  • Demonstrated strong understanding of safeguarding principles and protection risks within the context of refugee situations or conflict.
  • Demonstrated training and facilitation experience.
  • ]Demonstrated analytical skills and report writing experience required.
  • Strong interpersonal, intercultural and communication skills and ability to work independently, with minimum supervision.
  • Excellent oral and written skills in English required. Polish and/or Ukrainian language skills a plus.
