Context

NRC is in the process of rolling out a comprehensive approach to mainstreaming protection across its programming interventions through a ‘**Safe and Inclusive Programming’** (SIP) initiative. Safe & Inclusive Programming is the term NRC uses to describe Protection Mainstreaming. SIP is a foundational element to all our ways of working – It is about how we work, and what we do to make sure it is safe for others to participate in our programming. It ensures that our programmes respect certain standards, so they are safe, participatory, accountable and dignified for the communities and people we work with and for.

We are looking for an experienced humanitarian in protection mainstreaming with a global perspective, strong leadership skills and excellent personal and interpersonal skills to lead and target our efforts in Safe and Inclusive Programming across NRC.

What you will do

As our PM in Safe and Inclusive Programming, you will focus on three workstreams:

  • Roll-out of the SIP Minimum Standards,
  • Development of further global guidance, tools and templates,
  • Integration of SIP into routines and structures, including in the global Project Cycle Management framework.

Your other responsibilities will include;

  • Coordinate/develop and roll-out in-person and online trainings to facilitate the roll-out of the SIP Minimum Standards, and NRC’s SIP approach.
  • Support management in the development of structures for compliance checks, quality control and accountability (including corrective action).
  • Coordinate, analyse, monitor and report on the country office SIP self-assessment, action plans and integration into country office strategies.
  • Oversee the preparation of the SIP Minimum Standards package for endorsement by coordinating the incorporation of feedback and lessons learned from the field-testing process, in close collaboration with the regional SIP advisors.
  • Coordinate the translation of the endorsed SIP Minimum Standards package in French and Spanish, and in Arabic if budget is available.

What you will bring

  • Minimum 5 years of relevant Project Manager/Adviser experience within the area of Protection Mainstreaming (including themes like gender-age-diversity mainstreaming, disability inclusion, and community engagement). Knowledge of working with NRC’s programmes and systems is an advantage.
  • Skills related to and/or experience from driving organisational change processes
  • Ability to provide leadership that creates engagement, buy-in and focus on finding solutions.
  • Ability to carry out consultations across complex international organisations, and develop strategy/plans that encompasses programme development, advocacy, communication, structural changes and fundraising.
  • Ability to fundraise and develop proposals in support of global change processes.
  • Knowledge of the humanitarian system and experience engaging with key humanitarian stakeholders
  • Able to represent organisation at a strategic level and contribute to global policy development with key donors and stakeholders.
  • Fluency in English, both written and verbal. French, Arabic and/or Spanish is an asset.
  • In-depth knowledge of the humanitarian architecture, key actors, international guidance, standards and practice and ongoing policy discussions related to protection mainstreaming and protection
  • Ability to conceptualise and explain complex technical issues to non-professionals.
  • Credibility and interpersonal skills required to provide leadership in a matrix structure.

Whom you will work with

You will join our colleagues in Head Office and be part of the Programme Policy and Development (PPD) unit, in the Field Operations department at Head Office, Oslo. You will also work in close consultation with our regional SIP advisors. You will report to the Director Programme Policy and Development. The PPD unit sets NRC’s programme policy, develops accompanying strategies, and provides the required guidance that enables NRC to implement quality humanitarian assistance. To ensure that NRC is a leading displacement organization the PPDU continuously explores new areas, fosters knowledge and learning, and is NRC’s programme face to the global humanitarian community.
