The Norwegian Red Cross is seeking the services of independent Third-Party Monitoring for the Rehabilitation of Sabkha Water Station in Raqqa, Syria. The purpose of the assignment is to ensure that the project is completed within the stipulated timeframe (December 2024), quality standards, and budget while adhering to relevant standards, guidelines, and best practices. The Norwegian Red Cross (NorCross) Country Office in Syria is seeking the services of a reputable and experienced consultant to provide technical expertise for the construction supervision of the Sabkha Water Project.
Objective of the and scope Consultancy
The main objective of the consultancy is to oversee the construction activities to ensure they are carried out as per the approved design specifications and within the agreed timeline and budget. Specifically, the consultant will undertake construction supervision of the contractors work in:
• Establishing floating intakes installed on the infiltration well, along with providing and installing two horizontal pumps with a capacity of 330 m3/hour.
• Constructing 4 concrete water clarifier with a capacity of 240 m3 for each.
• The station is equipped with a unit for aluminium sulphate (alum) dosing and a sterilization unit with sodium hypo chloride.
• Equipping the existing filter units with washing system with air and water
• Rehabilitation of the existing underground reservoir and buildings dedicated to electrical energy
• Installing a drainage network to dispose of wastewater and water from the washing filters and overflows.
Expected Deliverables and timeframe
In accordance with the requirements of this ToR, the consultant will be responsible for the following key deliverables:
1. Inception report: details the consultant’s understanding of the assignment, showing clearly the link between the proposed methods and the assignment. This shall be submitted for approval by NorCross one week after commencing the consultancy.
2. Monitoring reports: detailing work done, issues encountered and recommendations monthly. The report shall also include aspects of quality control on materials and workmanship as well as environmental compliance. Also, the firm will review the contractor’s construction schedule, detailed designs, and as-built drawings.
3. Draft Final report: shall provide a good understanding of the contents of the assignment. The draft report shall be submitted by December 15, 2024. Feedback to the report will be given after one week of submission, but not later than December 20, 2024.
4. Final contract report: shall be submitted 2 days after receiving the comments from project partners, but not later than December 22, 2024, compiling all project monitoring activities and documentation.
