Background Information – Pakistan

UNOPS Pakistan Country Office is part of the Bangladesh Multi-Country Office in the Asia Region. UNOPS began humanitarian and development operations in Pakistan in 1999 and has its main office in Islamabad. With sub-offices in Peshawar and Karachi and a planned third sub-office in Quetta, UNOPS is implementing projects and programmes in most provinces in the country, with a focus on the least developed areas.

Supported strategically by a regional operational hub and UNOPS headquarters in Copenhagen and within the overarching framework of the ‘Delivering as One’ UN Programme, UNOPS Pakistan delivers projects and programmes within the core delivery service lines of: resilient, sustainable and inclusive infrastructure; transparent public procurement; and project management. The main focus areas for the Country Office strategy 2022-2025 are: Health, Climate Change, WASH, and Rule of Law. In addition, the Country Office is looking to grow in the areas of Regional Connectivity by building stronger connections with Afghanistan, and emergency preparedness and response. The UNOPS Pakistan Country Office is committed to mainstreaming gender and inclusion in all its projects and programmes.

Under the overall guidance of the Country Manager, in close coordination with the Partnerships Advisor and Head of Progamme Unit, the Rule of Law Specialist is responsible for supporting the Country Office to implement the Rule of Law component of the country strategy. The Rule of Law Specialist will identify the main needs and opportunities related to the rule of law and police sector in Pakistan, and will develop and follow up on partnership opportunities in the sector – leading to programmatic growth.

The Rule of Law Specialist is expected to work closely and under the direct supervision of the Country Manager and in collaboration with relevant technical experts.

Functional Responsibilities

The Rule of Law Specialist is expected to work closely and under the direct supervision of the Country Manager and in collaboration with the Partnerships Advisor and relevant technical experts, her/his main duties are:

  • Build and maintain strategic relationships with national and provincial partners, including government counterparts and relevant police forces, in the Rule of Law sector;

  • Lead and be the main resource for technical support in acquiring and developing new engagements in the Rule of Law sector for the UNOPS Pakistan Country Office, with special focus on female recruitment and retention in the police forces;

  • Provide technical input to the development of new project and programme proposals in the Rule of Law sector in the Pakistan, with special focus on gender and inclusion and community engagement;

  • Prepare and implement needs assessments and identify areas for support and intervention related to the UNOPS Pakistan Country Office strategy;

  • Provide technical support for any Rule of Law engagements as required in Pakistan Country Office during implementation of Rule of Law projects and programmes;

  • Lead the development of knowledge and manage the knowledge base accumulated in the Pakistan Country Office in the Rule of Law sector;

  • Represent UNOPS in relevant Rule of Law related meetings, workshops, panels, symposia and other relevant forums, including Rule of Law ;

  • Work closely with the communication department to raise the profile of UNOPS in the Rule of Law sector in Pakistan, with donors, government departments, police forces, other UN agencies and other Rule of Law partners, and the general public.

Education/Experience/Language requirements

Education

  • A Master’s Degree or equivalent in Social Sciences, Human Rights, Gender/Women’s Studies, International Development, or other related fields relevant to the above duties is required.
  • A Bachelor degree with additional two years of relevant experience may be accepted in lieu of the Master’s Degree

Work Experience

  • Minimum 5 years of progressive and relevant experience in rule of law related programme development or programme implementation is required.

  • Experience of human rights and/or gender mainstreaming in the rule of law sector is highly desirable

  • Understanding of the police sector and departments, as well as related government departments is essential.

  • Proven work experience and good relations with relevant counterparts in Balochistan and KP provinces is an asset;

  • Good knowledge of the donor landscape regarding Rule of Law is desirable.

Language requirements

  • Fluency in English is required.

Additional information

  • Retainer Individual Contractor Agreement (ICA): is issued for a period of time during which the services of the individual contractor may be required intermittently. It will specify a unit price (e.g. amount per day actually worked). For budgetary purposes, a monetary limit will be specified at the time the ICA is awarded and issued.

    • UNOPS shall have no obligation to obtain any minimum quantity of Services from the Individual Contractor during the duration of the retainer ICA.

    • Payment will be made only after completion of work (if any) or reaching agreed milestones.

    • A retainer ICA does not accord any exclusivity to the Individual Contractor with respect to the Services listed in the job description. UNOPS shall have no limitation on its right to obtain Services of the same kind from any other source at any time.

    • UNOPS Individual Contractors must comply with the standards of conduct required of a UN civil servant, when carrying out their official UNOPS responsibilities and also all other times. This includes the standards of conduct set forth in the UN Secretary-General’s Bulletin of 9 October 2003 entitled “Special Measures for Protection from Sexual Exploitation and Sexual Abuse” (ST/SGB/2003/13) and the UN Secretary-General’s Bulletin of 18 June 2002 entitled “Regulations Governing the Status, Basic Rights and Duties of Officials other than Secretariat Officials, and Experts on Mission” (ST/SGB/2002/9) as they may be amended from time to time.

    • UNOPS Individual Contractors must comply with all applicable UNOPS policies and instructions. This includes the obligation to declare any outside activity that could result in an actual or perceived conflict with the interests of the UN; as well as to refrain from using information gained through the UNOPS Individual Contractor Agreement contract for the Individual Contractor’s own purposes or to help a third party (unless the information is already in the public domain), in particular but not only in relation to procurement of works, goods and services.

    • UNOPS Individual Contractors must abide by UN safety and security policies, instructions, directives, plans and procedures of the UN Security Management System and that of UNOPS.
