DEPARTMENT PURPOSE:

The purpose of the Global Programs Department is to:

  • Lead on Oxfam ́s programming worldwide, ensuring One Program approach, influencing and humanitarian capacity in Countries and Regions.
  • Ensure an effective network for evidence and knowledge for impact.
  • Ensure an effective global institutional funding strategy and IF coordination.
  • Support countries and regions in programme quality, change management, security, and crisis management.
  • Facilitate coordination and planning between the different actors in the diversified network to ensure maximum income, influence, and impact of Oxfam ́s programs.
  • Lead on 2030 model and presence transitions in countries,clusters and regions.

TEAM PURPOSE: The purpose of the OI Institutional Funding Team is to bring in “more and better money” to Oxfam in order to deliver impact in line with our mission of reducing poverty and injustice. The team aims to improve effectiveness and to deliver income growth and partnerships for greater impact and influence, in line with our confederation Institutional Funding Strategy.

JOB PURPOSE: The purpose of this role is to provide timely and agile support to Country/Cluster/Regional Teams in business development in order to boost their funding pipeline. The post-holder will be deployed to support countries/clusters with fundraising for periods of up to 3 months, according to agreed criteria. This will be either to provide short-term cover for a vacant country/cluster funding role or to provide additional capacity when business development needs are high, e.g. a lot of funding opportunities are coming at the same time. Deployments may be physical or virtual, according to the country/cluster need.

Whilst on deployment the post-holder will report to relevant member of the Country/Cluster Team.

KEY RESPONSIBILITIES (Technical, Leadership, People and Resource management)

The Country/Cluster Director or person designated by them will define the TOR for the deployment, which can include:

  • Funding strategies: Establishes and maintains up-to-date funding strategies and plans to identify and drive forward new funding opportunities, including looking for ways for the Country/Cluster Team to diversify their funding (new donors or mechanisms).
  • New business development: Actively identifies, qualifies and tracks funding and partnership opportunities in a systematic manner in pursuit of supporting Oxfam’s program, including scoping new (consortium) partnerships with local stakeholders. Contributes to the Oxfam Institutional Funding Pipeline.
  • Strategic donor engagement: Proactively engages with institutional donors and other external stakeholders to facilitate technical programme exchanges, influence policy and thinking, and identify key areas of potential cooperation, including program funding.
  • Proposal development: Leads or supports the development and submission of high-quality concept notes and proposals to fund the program in country/cluster, including as part of multi-country initiatives, working effectively with colleagues in the Country/Cluster Team, partner organisations, Affiliates and elsewhere in the Oxfam confederation as appropriate.
  • Humanitarian funding coordination: The post-holder may be deployed to coordinate funding for a humanitarian response.
  • Human resourcing: Works with the Country/Cluster Team on recruitment of funding roles or longer-term interim cover according to context.
  • Capacity building: Provides training, support and advice or staff on institutional funding, according to the needs of the Country/Cluster Team.
  • Coordination: Links with the OI Institutional Funding Team, relevant Regional Business Development Manager and Affiliates when deployed. Supports Country/Cluster staff in understanding and aligning with global institutional funding guidance and ways of working, including the PA Donor Lead / Supporter model.

OI Team: The postholder is also expected to take an active role as a member of the OI Institutional Funding Team, joining Team meetings when possible, and providing flexible support to the team between deployments.

  • Demonstrable experience and success in engaging with bilateral and multilateral donors for an organisation like Oxfam
  • Demonstrated ability to devise and implement funding strategies
  • Proven ability to identify new business opportunities and partnerships
  • Experience of collaborating with and leading technical teams to develop program proposals and budgets that are funded by institutional donors
  • Strong networking, representational, and negotiation skills
  • Ability to work effectively with others in a team across institutional boundaries and business units. Proven ability to utilise talent and expertise of team members to achieve objectives
  • Ability to adapt and work within a multicultural, multilingual, and multidisciplinary environment
  • Excellent verbal and written communications skills in English and at least one other language (from French, Spanish, Arabic, Portuguese).
  • Excellent computer skills, including various office applications and internet navigation

Desirable

  • Knowledge of how institutional funding works in Oxfam
  • Experience of working with different funding mechanisms, e.g. tendering, Fund Management, Social Impact Bonds
