BACKGROUND

About Healthcare Foundation Organization (HFO) was founded in 2015 in South Sudan over 7 years ago and has built a long-term, local presence in Equatoria Region (Central Equatorial State, Upper Nile Region (Jonglei State, Fangak, Ayod and Canal/Pigi Counties), Upper Nile state, Panyikang county, Unity State, Rubkona, Guit, and Leer Counties) and Bahr El Ghazal Region (Northern Bahr El Ghazal, Aweil East County) & Warrap State, Twic East, and Gogrial East Counties). Regional Office in Sudan with head office in Khartoum, White Nile State, and the Blue Nile States. Our Country team of advisors uses their specialist expertise in Health, Nutrition, Protection, Food Security, Education and Water, Sanitation, and Hygiene. We work in the above States to support over 300,000 poverty-fighting developments and humanitarian aid projects.

HFO has been working in South Sudan since 2017 and is currently working in four States. Our services are in line with Humanitarian core policies and are tailored for specific South Sudan organizations, initiatives, and regions. HFO would like to implement an anticipated Program.     1. PURPOSE OF THE POSITION:
    1. Specific Responsibilities:

Scope: Under direct supervision of the Head of Finance, the Roving Finance Officer has the overall responsibility of reviewing and supervising of accounting transaction and assist in implementation of finance polices & procedure.

2.0 Major Duties and Responsibilities

  • Assist in the implementation of Finance policies, procedures and systems.
  • Ensure compliance with HFO procedures and guidelines.
  • Review all payment documents (up to the authorization level) for proper and adequate back up or documentations.
  • Review all PRs up to the authorization level allows.
  • Review expenditure worksheets for accuracy and completeness.
  • Prepare bank reconciliation for field office every month.
  • Prepare all statutory deductions of the field office every end of the month to pay on time and to avoid any late payment penalty.
  • Reconcile all Balance sheet outstanding advances, payables and or obligations every month.
  • Prepare VAT reports of the month for BPRM/PEPFAR grants and others as required.
  • Forward to HR/Admin every month, an outstanding personnel advances and charges related to T7 for recovery.
  • Ensure that advances taken in a given month are liquidated appropriately.
  • Travelling to camps frequently as per the program when any support from finance requires like:

Ø Reviewing of PRs to be processed on camp based,

Ø Reviewing of BAS, Reviewing of payment requests etc.

  • Responsible for staff development under the supervision like on job training etc.
  • Makes sure that all payments are made after approval has been obtained from the designated official.
  • Ensures that all cash operation procedures and internal controls that are laid down in the Finance Manual are strictly followed by camps during his/her visit.
  • Carries out cash count at the end of the month and at any other interval as per the IRC policy.
  • Oversees that the office’s cash operations are carried out properly and whenever irregularities are observed, reports to the Finance Manager so that corrective action is taken in due time.
  • Tracks the status of personal advances and ensures their timely settlement.
  • Make sure the Authorization Schedule issued is in place.
  • Provide financial information to the Programs when the need arises.
  • Tracks PR audit and make ensures that their timely corrective action has done.
  • Prepare monthly/quarterly reports or analysis to be submitted to the Finance Manager.
  • Report to the Finance Manager any irregularities that occur within the field office, camps, staff compound and sites on policy and procedures.
  • Perform other appropriate duties when assigned by Finance Manager.
  • Key Working Relationship:
  • Shire Finance staff, Field Coordinator, Shire Program and Support staff and Finance staff.

  • Very good knowledge and experience in Microsoft Office applications.
  • Experience on budget monitoring of UNHCR, ECHO, USAID, BPRM grants.
  • Knowledge of accounting software applications (SUN system) is advantageous.
  • Must have good command of both spoken and written English.
  • Proven Ability to handle workloads and to work under pressure
  • Supervisory/ basic managerial skills.
  • Good communication and interpersonal skill
  • Excellent analytical and report writing skill

Required Skills and Experience

  1. Education:
  • Masters/BA Degree in Accounting, Finance and Banking.
  • 3 years of relevant experience with the first degree.
  • 2 years of relevant experience plus post graduate degree.
  • NGO experience is a plus.

11.0 Languages:

  • Fluency in English is required.
